About this file
This is a Critical Operational Device Specifications (CODS) requirements document for a surgical sterilizer procurement by the Program Executive Office Soldier (PEO Soldier), Soldier Medical Devices (SMD) under the Army.
The government anticipates awarding a single contract for four surgical sterilizers with options for three additional units. These units will undergo operational and environmental testing per Military Standard 810-H. Following successful testing in Fiscal Year 2028, the government intends to procure an estimated 711 surgical sterilizers over five years. The selected vendor is encouraged to collaborate with the Defense Logistics Agency (DLA) to incorporate the device into the Electronic Catalog (ECAT) for standardized military procurement and access.
Critical operational specifications require the device to be FDA-cleared (510(k) for Class II devices or registered for Class I devices) and capable of sterilizing all surgical instruments. The minimum chamber size is 12.0" diameter by 23.5" long (desired: 13.5" diameter by 24" long). The sterilizer must operate in temperatures of 35°F to 130°F and achieve sterilization temperatures of 250°F to 275°F (121°C to 135°C). Additional requirements include a stainless steel tray fitting standard wrapped sterilization trays, power indicator lights, dual voltage support (110-120 VAC 60Hz and 220-240 VAC 50Hz) with auto-detection, a distilled water generator, maximum 80% relative humidity non-condensing operation, and dimensions of 4 cubic feet weighing 35 pounds maximum.
Critical logistical specifications mandate Trade Agreements Act (TAA) compliance with DFARS Provision 252.225-7020 submission, comprehensive repair parts support identifying high-failure items with availability and procurement details, proprietary-scheduled maintenance no more than annually, one physical and one digital copy each of User/Operator and Maintenance/Service Manuals, one-time onsite training for 5-10 operators and maintainers at a contiguous United States government location, Risk Management Framework/Authority to Operate (RMF/ATO) cybersecurity documentation completion, copyright/distribution release for Army technical manuals, reusable hardened transport cases meeting MIL-STD 810H paragraphs 501.7, 502.7, 506.6, 514.8, and 516.8, one-year manufacturer warranty, secure packaging with Item Unique Identification (IUID) per DFARS 252.211-7003 and contents inventory with pictures, and delivery within 120-150 days after award. Special tools must be identified if required, though the desired characteristic is that no special tools are needed. Additional performance parameters (not required but desired) include ensuring device procurement availability for a minimum five years with five additional years of parts support, and current DLA ECAT contract participation or willingness to work with a Prime Vendor for ECAT listing.

REQUIREMENTS DOCUMENT:
Critical Operational Device Specifications (CODS) / Critical Logistical Specifications / Additional Performance Parameter
(APPs)
Title: Surgical Sterilizer
Requiring Activity/ Agency Name: Program Executive Office Soldier (PEO Soldier), Soldier Medical Devices (SMD)
Background: The Army requires a new surgical sterilizer to be used in deployed dentistry, veterinary, medical and laboratory sets (Role of Care 2). While the current device is still procurable, its initial procurement year was 2006 and therefore is nearly two decades behind the current state of the art while also being priced at a point that makes it unaffordable. Without a suitable replacement, the Army's ability to provide effective sterilization in forward-deployed settings will be compromised, impacting Warfighter readiness. The new surgical sterilizer must meet the specifications detailed below.
Purpose: The government anticipates awarding a single contract for four (4) surgical sterilizers to include options for three (3) additional surgical sterilizers. These units will undergo operational testing conducted by the Medical Test Evaluation Activity and environmental testing in accordance with Military Standard (MIL-STD) 810-H (1), Department of Defense, Test Method Standard, Environmental Engineering Considerations and Laboratory Tests.
Government Intent: Following successful operational and environmental testing, in Fiscal Year (FY) 2028, the government intends to procure an estimated 711 surgical sterilizers over a period of up to five years. To streamline delivery to the warfighter, the selected vendor will be highly encouraged to collaborate with the Defense Logistics Agency (DLA) to incorporate the surgical sterilizer into the Electronic Catalog (ECAT).
ECAT is the Department of Defense's primary online procurement system, providing access to millions of items with associated National Stock Numbers (NSNs). Listing the device on ECAT will ensure efficient ordering, tracking, and standardized access for all branches of the military. Vendors can find information on working with ECAT at https://www.dla.mil/Troop-Support/Medical/ECAT/.
For specific ECAT-related questions, please contact the ECAT Help Desk at dscpecathelp@dla.mil.
