About this file

This Statement of Work (SOW) details a project for the US Department of Agriculture (USDA) at the Coeur d'Alene Nursery to install a low voltage control system for new greenhouse facilities. The project involves wiring and relay installation for the Argus Titan control system, which will connect and automate various greenhouse equipment including 20 exhaust fans, 14 roof ventilation motor control boxes, 14 natural gas heaters, 14 electric fan jets, 2 cooling wall pad/motors, 40 overhead fans, 40 LED lights, and multiple climate sensors.

The contract requires a certified Journeyman electrician to complete the work between September 29th and January 2nd, working Monday through Friday from 7:00 am to 3:30 pm. The contractor will run metal conduit and shielded low-voltage cables from equipment in seven greenhouse bays (ranging from 2,400 to 4,000 square feet each) to the Titan control panels, converting 120V equipment signals to 24V. The government will provide two Argus Titan control panels and climate sensors. Upon completion, the contractor must provide operational instructions to nursery staff and remove all construction debris. The project aims to improve greenhouse environmental control and reduce staff monitoring requirements.

Project Argus Titan control panel wiring and relay installation

General Information

1.0 Scope of Work

Install the low voltage system and relays for all equipment (listed below) in the new greenhouses (see site map) at the Coeur d’Alene Nursery. System and relays shall tie in with the existing Argus Titan control system used by the nursery for the greenhouses. Metal conduit shall run from the equipment in each of the seven greenhouse bays to the Titan control panels. Shielded, low-voltage cable, weatherproof fittings, and appropriate cord grips shall be used when deemed appropriate by the Idaho-certified electrician.

The end result shall allow nursery staff to control the growing environment and set parameters from a central computer.

2.0 Background

In 2022, demolition of 9 greenhouses built in the 1960’s was completed and 7 new greenhouse bays were built with construction finishing in the fall of 2024. These new greenhouses employ state of the art technology to provide growing space for over a million seedlings. These houses are designed to be run by the greenhouse control system Argus Titan. All the other greenhouses on the property utilize this technology. This system requires a network of low voltage wires and relays to be run from each individual piece of equipment in each bay to the main control panels located in between the 7 bays. The control panels communicate with a central computer sending out live updates and allowing remote monitoring of systems. Currently, the equipment in these bays is being run manually or with external thermostats, requiring around-the-clock monitoring by nursery staff. Completing the installation of the Argus Titan system will greatly reduce the daily workload on nursery staff and increase the efficiency of the greenhouse-growing environment. The greenhouse bays are as follows:

Bay 1: 40’x60’, 2400 sqft.

Bay 2: 40’x100’, 4000 sqft.

Bay 3: 40’x100’, 4000 sqft.

Bay 4: 40’x100’, 4000 sqft.

Bay 5: 40’x100’, 4000 sqft.

Bay 6: 40’x100’, 4000 sqft.

Bay 7: 40’x100’, 4000 sqft.

Contractor Requirements

3.0 Technical Requirements / Tasks

The Argus Titan wiring will require shielded low voltage cable and weatherproof fittings. 120V wire from each piece of existing equipment shall be stepped down to a 24V signal wire connected to the Argus Titan control panels.

The Contractor should not rely on any measurements provided by the Government and should verify all measurements prior to submitting their quote and ordering materials.

The Contractor will be responsible for running low voltage wire and relays (where necessary) from the existing equipment listed below, to the Argus Titan control panel. See separately attached Existing Equipment Descriptions document.

5.0 Deliverables / Schedule

Key Deliverables Work will ideally begin September 29th and be completed no later than January 2nd barring supply issues. All work shall be completed between the hours of 7:00 am and 3:30 pm Monday through Friday (excluding Federal Holidays). Any work outside of those hours will require prior written acknowledgment and agreement between the Contractor and Contracting Officer or the Contracting Officer's Representative. After installation requirements have been completed, the Contractor shall provide either a written or verbal hand down of operating directions to the COR or other technical nursery staff for all the components installed.

6.0 Contractor’s Key Personnel

The Contractor’s Key personnel must be a certified Journeyman electrician; experience with Argus Titan is preferred.

7.0 Facility Location and Security Requirements

Building locations are on the attached map of the facilities (red box indicates area of work). The nursery is open Monday through Friday from 7:30 am to 4:00 pm and closed on weekends and all Federal Holidays. The Contractor shall check in at the greenhouse office with Molly or other greenhouse staff when they are on site.
