SECTION 00 33 50 WEATHER, WATER STAGE AND TIDE DATA

SECTION 00 33 50 Page 1

1. The following water stage, wave, wind, and weather data are provided for inclusion into the subject Plans and Specifications. The following water level datums are provided for information only and are not to be utilized in conjunction with any contract related hydrographic surveying.

a) Water Stages. Water levels in the project area are mainly affected by semi-diurnal tidal fluctuations in the Atlantic Ocean. The project area is also subject to storm surges from hurricanes and tropical storms from June through November. Surges from extratropical storms may affect the area during any time of the year.

Elevations of tidal datums in the vicinity of the project area are provided in the following table.

All datum elevations in this table are referred to mean lower low water (MLLW). These datums are based on values from the NOS tidal benchmark for tide station #8679511 (Kings Bay, Georgia). This tide station was established by the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS). Additional information on this and other nearby tide stations is available at this NOAA website:

https://tidesandcurrents.noaa.gov/stations.html?type=Datums#Georgia .

Mean Higher High Water (MHHW) = 7.01 Feet Mean High Water (MHW) = 6.64 Feet Mean Sea Level (MSL) = 3.56 Feet Mean Tide Level (MTL) = 3.43 Feet Mean Low Water (MLW) = 0.21 Feet Mean Lower Low Water (MLLW) = 0.00 Feet

Daily tidal predictions at locations along the coastline of North and South America, including locations in the vicinity of the project area can be found in the publication East Coast of North and South America Tide Tables, U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service. In addition to daily tidal predictions, this publication provides mean and spring tide ranges and mean tide levels. Some astronomical data is also included, such as time of sunrise, sunset, moonrise, and moonset. This publication is available through NOAA. Tidal data provided in this publication can also be found at the following NOAA website: https://tidesandcurrents.noaa.gov/.

b) Wind and Wave Data. The following publications include wind and wave information in the vicinity of the project area. These publications are available for review at the following websites, or they may be ordered directly from the agencies indicated.

1. U.S. Coast Pilot Volume 4, Atlantic Coast: Cape Henry to Key West, U.S.

SECTION 00 33 50 WEATHER, WATER STAGE AND TIDE DATA

SECTION 00 33 50 Page 2 located along the Atlantic and Gulf of Mexico coastlines within the United States. The closest of these stations (station #63401) lies approximately 12 miles east of the St Marys River entrance channel. Available data includes a hindcast time series of wave heights, periods, and directions taken at 1-hour intervals for the 34-year period extending from 1980-2014, at a station located in 17 meters (56 feet) of water. This webpage also provides links to WIS summary tables and plots, as well as other sources of wave data. These data products are available at the following website: http://wis.usace.army.mil/.

3. National Data Buoy Center (NDBC) Website. This Internet website provides a wide range of real-time and archived meteorological and oceanographic data collected at offshore and nearshore stations worldwide. Data provided on this website includes wind speed, wind gusts, atmospheric pressure, air temperature, sea temperature, wave height, and wave period. Gage readings are updated hourly, and archived data is available for most stations. The website address for data relevant to this project site is: http://www.ndbc.noaa.gov/maps/Florida.shtml.

c) Weather Conditions. The project area is subject to tropical storms and hurricanes from June through November, and to windy and/or rainy weather during any time of the year.

The climate of the area is subtropical, and temperatures below freezing occur infrequently. The wet season in the project area is from May through October. Rainfall during these months is closely associated with convective activity. These rainfall events are normally of short duration and amounts are spatially variable. In general, the winter months constitute the dry season.

Rainfall during the winter months is usually associated with mid-latitude systems (fronts and low pressure systems) and is distributed in a more spatially uniform pattern. Occasionally, daily rainfall in the dry season can be quite heavy as mid-latitude systems penetrate into southern Georgia. Dangerous thunderstorms can occur in this area at any time of the year.

It shall be the contractor's responsibility to obtain information concerning weather conditions in the project area. The Climate Data Online website http://www.ncdc.noaa.gov/cdo-web/ published by NOAA’s National Centers for Environmental Information (formerly the National Climatic Data Center) in Asheville, North Carolina contains climatological and meteorological observations and data relevant to this region. Available data includes quality controlled daily, monthly, seasonal, and yearly measurements of temperature, precipitation, wind, and degree days as well as radar data and 30-year climate normals.

NOAA’s Climate Data Online website also includes 1981 – 2010 Monthly Normals at the following website: http://www.ncdc.noaa.gov/cdo-web/datatools/normals. This product provides monthly average values for temperature, precipitation, and other information. NOAA’s Fernandina Beach, FL gauge (ID USC00082944) lies southeast of Kings Bay at 30° 40' N, 81° 27' W. Monthly normal rainfall data are provided over the period of record from January 2001 to December 2010.

1.9 LAYOUT OF WORK

Read this paragraph in conjunction with the Clause LAYOUT OF WORK (FAR 52.236-17) of Section 00700 CONTRACT CLAUSES in Volume 1.

1.9.1 Established Project Control

The Government has established monuments along the work site(s). Each monument is represented in the contract drawings by a Designation and in most cases, an alphanumeric Permanent Identifier (PID). Information concerning the location and elevations can be found within the Survey Notes on the plan sheets. The Survey Notes for each included field survey will cite a particular survey number, and specify the control used to conduct that survey. Additional information is included in the Survey Notes that must be duplicated if an attempt to recreate the subject survey is desired.

For navigation channels, the Government has established tidal calibration

SECTION 01 11 00 Page 13 sites for projects constructed and maintained to a tidal datum. Each tidal calibration site is represented in the plan sheet drawings by Station ID, and is cited in the Survey Notes. All projects constructed and maintained to a tidal datum shall be calibrated to the Station ID specified in the plan sheet drawings. Information regarding the location and associated benchmarks of the referenced Station ID is included in the Monument Description section of these specifications.

See Sections 00 31 21 CONTROL MONUMENT DESCRIPTIONS.

1.9.2 Layout

From the monuments, control data and elevations established by the Government, the Contractor shall complete the layout of the work and shall be responsible for all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.

1.9.3 Survey

The Contractor shall furnish, at his own expense, such stakes, templates, platforms, equipment, tools and material, and all labor as may be required in laying out any part of the work from the monuments, control data and elevations established by the Government. It shall be the responsibility of the Contractor to maintain and preserve all stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks are destroyed by the Contractor or through his negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at his discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor.

The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.

1.10 DAMAGE TO WORK

The responsibility for damage to any part of the permanent work shall be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. However, if, in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is damaged by flood, earthquake, hurricane, or tornado, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, the Contractor will make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable contract unit or lump sum prices as fixed and established in the contract. If, in the opinion of the Contracting Officer, there are no contract unit or lump sum prices applicable to any part of such work, an equitable adjustment pursuant to Clause CHANGES of Section 00700 CONTRACT CLAUSES in Volume 1 will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or lump sum prices. Except as herein provided, damage to all work (including temporary construction), utilities, materials, equipment and plant shall be repaired to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.

SECTION 01 11 00 Page 14

1.11 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.

1.12 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)

This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:

a. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.

b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

1.12.1 Contractor Responsibility

The project area may be affected by stormy, windy and/or rainy weather, including thunderstorms, during any time of the year. Obtain information concerning rain, wind and wave conditions that could influence safety, hauling and placement operations prior to submitting a proposal or bid.

a. Research the project site conditions and incorporate potential adverse weather delays into their schedule prior to submitting a proposal or bid. Develop a schedule of monthly anticipated adverse weather based on the equipment to be used to complete the project and determine the conditions that would cause them to cease operations using the sources provided in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

b. Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report the occurrence of adverse weather and unusually severe weather with the purpose to note impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's schedule to be considered "unusually severe weather".

c. The number of actual adverse weather delay days will include days impacted by actual adverse weather, be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the

SECTION 01 11 00 Page 15 number of days anticipated for adverse weather by the Contractor, the Contracting Officer may convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days that should have been anticipated for the conditions at the project location.

SUITABILITY DETERMINATION PROCESS

1. Requesting command requires the individual to complete and sign a consent form which authorizes SUBASE to conduct a National Crime Information Center (NCIC) Check.

2. Requesting command forwards the consent form to SUBASE security.

3. SUBASE security conducts the NCIC check and forwards results to SUBASE admin for adjudication.

4. SUBASE admin reports NCIC results to the requesting command.

5. If the NCIC check is favorable, based upon criteria in Appendix G of reference (i), the requesting command will require the individual to complete a security questionnaire (SF-85) via e-QIP, a set of electronic fingerprints and a Declaration of Federal Employment (OF-306).

6. Requesting command reviews the completed SF-85 and OF-306 for accuracy and determines if the individual is suitable for temporary access to the RA as requested.

a. The requesting command security representative will make a suitability determination based upon a review of the SF-85 and OF-306, using criteria provided in Appendix G of reference (i).

b. Derogatory information disclosed will result in the contractor requiring an escort until the investigation is adjudicated favorably by SWFLANT Security Management Division.

Note: A favorable review is not automatic. The decision to grant temporary access rests with the requesting command security representative.

7. Upon favorable review of the security questionnaire, the requesting command’s security representative will:

a. Electronically submit SF-85, OF-306 and electronic fingerprints to OPM to conduct a NACI investigation.

b. Provide applicable security representatives a list of personnel with authorized temporary access. Once the NACI shows a status of “open” in JPAS or the Case Adjudication Tracking System (CATS), the applicable security representatives may use this list to authorize access to their respective areas via the security badge application or visit request process.

c. Request SUBASE security issue the individual a 90-day, unescorted temporary badge.

Ninety days should allow adequate time for processing the NACI. In the event the NACI process is delayed, the applicable security representative may extend this temporary badge for two additional 90-day periods (not to exceed 270 total days).
