The Government will award a firm-fixed-price (FFP) contract to the responsible offeror whose offer conforms to the requirements as stated in this request for quotation (RFQ). The award will be made based on the following three (3) evaluation factors:

Factor 1- Technical Approach Factor 2- Past Performance Factor 3- Price

The Offerors submission must meet the criteria stated in the RFQ in order to be eligible for award, to include responsiveness, technical acceptability and responsibility. The Government intends to evaluate quotes and make award without questions to offerors. Therefore, the Offeror's initial quote should contain the Offeror's best terms from a Technical and Cost standpoint. Unclear quotes may not result in questions for clarifications. Offers with an omission or unclear quote may be judged to mean the contractor does not fully understand the requirements or understand what it takes to meet the requirements, regardless of the proposed cost/price, and will be rated unacceptable. In that case, the Offeror may be found unacceptable, and ineligible for award. The Government reserves the right to ask questions of offerors if the Contracting Officer determines them to be necessary. The Government reserves the right to accept other than the lowest priced offer and to reject any and all offers.

Factor 1 – Technical Approach

Include an Equipment Plan: The proposed equipment list should only include the equipment which will be used on this contract. Equipment listed should be identified for use on roadways. Include size, make, model, and ownership (owned or rented) of equipment.
