About this file
This Performance Work Statement (PWS) details a 12-month firm-fixed-price contract for conducting spring Chinook salmon spawning surveys above Green Peter Dam in Quartzville Creek and the Middle Santiam River. The U.S. Army Corps of Engineers seeks a contractor to perform comprehensive biological surveys, including enumerating and sampling salmon carcasses, counting redds, collecting biological data, and producing detailed monthly and final reports.
Key contract requirements include conducting surveys by boat and foot from July through October, collecting data such as fish size, sex, origin, and tag information, and submitting a work plan, monthly updates, and a final report to be presented at the Willamette Fisheries Science Review. The contract is set aside for small businesses under NAICS Code 541990, with a size standard of $19.5M. The total contract period runs through April 30, 2026, with specific milestones for work plan submission, survey completion, report drafting, and final presentation. 2. DEFINITIONS AND ACRONYMS
Throughout this PWS, terms are defined as follows:
ACCEPTABLE QUALITY LEVEL (AQL): Acceptable Quality Level equals the performance standards listed in the Performance Standards and Requirements, and as summarized in the Performance Requirements Summary. The
Contractor must re-perform all unsatisfactory work unless excused by the Contracting Officer’s Representative
(COR).
CONTRACT DISCREPANCY REPORT (CDR): A written record of unsatisfactory performance by the contractor as observed by the COR.
CONTRACTING OFFICER (KO): A person with authority to award, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

This individual does NOT have authority to change the terms and conditions of the contract.
3. THE GOVERNMENT WILL FURNISH
Reports and protocols for similar work in previous years will be provided. A database template will be provided.
4. THE CONTRACTOR SHALL FURNISH
The contractor shall provide all other materials, parts, and labor in performance of the services as defined in this
PWS. The contractor shall be self-sufficient in performing task requirements.
5. PERFORMANCE STANDARDS AND REQUIREMENTS
5.1. TASK 1: STUDY PLAN/WORK PLAN
The Contractor shall submit a study/work plan for spawning surveys above Green Peter Dam in Quartzville Creek and the Middle Santiam River for conducting spring Chinook spawning surveys prior to initiating field work (see project schedule in 7.2). The work plan shall include a detailed explanation of how the Contractor plans to meet
Tasks 2 through 4, a project schedule demonstrating how the Contractor will ensure the project Schedule milestones in paragraph 7.2 are met, and the Contractor’s planned data collection and analysis methods for task objectives, including a schedule for field surveys.
The submitted work plan shall include at a minimum the following:
a) Matrix of all Contractor and Sub-Contractor personnel on this project, their roles and responsibilities, including all review personnel;
b) Indicate the Small Business Sub-Contractors, if any, under this contract;
c) Project objectives and a plan on how to meet those objectives; and
d) Project schedule based on completion date requirements. The schedule shall include all work items, milestones, durations, predecessors, source materials and study requirements, data delivery dates, completion dates, deliverables, review processes, and all coordination activities.
e) The Contractor shall submit the work plan electronically, in a format compatible with Microsoft format
(Word, Excel, etc.), to the Contracting Officer’s Representative (COR).
5.2. TASK 2: SPAWNING SURVEYS
The Contractor shall conduct spawning surveys above Green Peter Dam in Quartzville Creek and the Middle
Santiam River where accessible and major tributaries where spring Chinook salmon could spawn to determine abundance and distribution of spring Chinook salmon adults and counting redds from the mouths to the first natural barrier to upstream fish migration. Surveys in the Middle Santiam will be conducted on public lands primarily in the wilderness area higher in the watershed.
The Contractor shall conduct surveys by boat and foot to enumerate and sample salmon carcasses and enumerate redds consistent with methods utilized by previous contractors and the Oregon Department of Fish and Wildlife
(ODFW), typically from July through October to encompass peak spawning times. The level of effort should also be similar to work done by previous contractors, survey reaches are typically done weekly when fish are present.
5.3. TASK 3: CARCASS SAMPLING
The contractor shall perform carcass sampling spawning surveys above Green Peter Dam in Quartzville Creek and the Middle Santiam River and major tributaries where spring Chinook salmon could spawn.
During spawning surveys, the Contractor shall:
• Recover carcasses and examine for adipose fin clips.
• Measure carcasses (cm fork length; FL) for size distributions.
• Determine sex and estimate the proportion of eggs remaining in female fish.
• Collect and examine otoliths and scales from any untagged or non-adipose fin clipped carcasses to identify possible adfluvial Chinook spawners based on absence of induced thermal marks and growth patterns on scales. Otoliths must be placed in plastic vials to adequately protect samples
• Collect scales and place into a scale envelope to estimate age. Take fin clips, preserve in 95% ethanol, and submit to the Contracting Officer’s Representative (COR).
• Collect t-bar (floy) tag numbers or record evidence of lost tags based on scarring or holes at the base of the dorsal fin. All carcass data collected shall be cross referenced with tag numbers where tags are present.
• Collect active tags and scan fish for passive tags and cross-reference tag number with other data
5.4. TASK 4: REPORTING, DATABASE, AND PRESENTATIONS
The Contractor shall supply a Final Report describing all pertinent work conducted over the entire life of the
Contract. Further, the Contractor shall provide written updates monthly to the COR or at the Willamette Fish
Passage Operations and Maintenance Team Meeting by conference call that last for approximately 30-60 minutes.
The purpose of this is to provide USACE and stakeholders with periodic summaries of accomplishments, findings, planned activities, coordination requests, and any other pertinent issues. The Contractor shall provide data in an access database using the template/MS Access file provided. Any other data collected not included in the database should also be provided in format compatible with MS Excel. The Contractor is required to attend and present all findings at the Annual Willamette Fisheries Science Review in 2026 typically held in Corvallis, Oregon or Portland, Oregon.
From the work completed in Task 2 (Surveys) and Task 3 (Sampling), the following metrics shall be included in the report:
• Redd distribution/locations (GPS locations/maps of redd areas)/elevations
• Peak redd counts and densities by reach
• Spawn timing (initiation, peak, cessation)
• Spawner abundance by sex and origin (hatchery vs. natural origin)
• Age distribution of returning adults
• Pre-spawning mortality (PSM)
• Straying of hatchery fish
• Fork length
• Sex
6. PERFORMANCE REQUIREMENTS SUMMARY
Performance requirements are intended to ensure that the Government receives the services for which it contracted.
The Government will only pay for services received. The Performance Requirement Summary (PRS) determines if the Contractor meets the performance standards of the contract, as well as provides guidelines for how and when surveillance will be performed. It ensures timeliness, effectiveness, and that the Contractor is delivering the results specified in the contract. Government contract quality assurance will be performed at such times and/or places as may be necessary to determine the services conform to contract requirements.
The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum AQL of service required for each requirement. These thresholds are critical to mission success.
6.1. Performance Requirements Summary Table
The table below outlines the criteria against which the performance will be evaluated. Work shall be considered not to have been performed when any one of the following conditions exists in accordance with the Quality Assurance
Surveillance Plan (QASP).
