About this file
This is a Schedule B Pricing Request for Proposal document issued by the State of Michigan for Request for Proposal No. 210000000583, covering operational and custodial services for the Bicentennial and Blossomland Lift Bridges. The contract encompasses bridge operation labor costs during the season from March 15 through December 15, mobilization and supply costs at the beginning of each contract year, and emergency bridge opening services during the off-season from December 16 through March 14. The solicitation is structured as a three-year contract with separate pricing schedules for each bridge, with contractors required to provide unit pricing for nine annual billing periods during the operating season, one annual mobilization lump sum, and per-opening pricing for an estimated five emergency openings during the off-season.
Contractors must submit pricing in a modifiable format such as Microsoft Word or Excel, with all costs including one-time charges, fees, and ancillary expenses clearly detailed. The document permits contractors to offer quick payment discount terms and requires monthly billings on contractor letterhead for lump sum payments based on services rendered, with prorated compensation for partial billing periods. Mobilization fees are defined to include annual start-up costs such as training, relocation expenses, custodial supplies, equipment, safety gear, clothing, materials, insurance, and office overhead. All quoted prices are firm for the entire contract duration, and contractors must certify that pricing was developed independently without consultation or agreement with other contractors.
