About this file

This is Addendum 2 to a sealed bid solicitation issued by Brevard County Purchasing Services for the installation of a shoreline rock revetment at Osteen Park, located at 425 S. Tropical Trail, Merritt Island, Florida 32952. The project involves construction of coquina rock revetment along the Indian River shoreline to address erosion, including clearing and grubbing of vegetation, installation of filter fabric, construction of swales, installation of turbidity barriers, and restoration of disturbed areas. The mandatory pre-bid walk-through was scheduled for Monday, March 30, 2026 at 8:30 AM, with the question deadline set for Friday, April 3, 2026 at 5:00 PM. Sealed bids are due Tuesday, April 14, 2026 at 10:00 AM at Brevard County Purchasing Services, 2725 Judge Fran Jamieson Way, Building C, Room 303, Viera, Florida 32940. The contract term is 90 days total, consisting of 60 days from Notice to Proceed to substantial completion and an additional 30 days to final completion, with liquidated damages assessed at $500 per calendar day for failure to achieve substantial completion.

The addendum clarifies three critical points for prospective bidders: both general contractors and subcontractors must meet insurance requirements defined in section 10 of the draft contract and obtain Brevard County Risk approvals, with contractors and subcontractors also required to meet all Brevard County permitting requirements; the contractor is responsible for any tree trimming necessary for material and staging access, to be coordinated with Brevard County Parks and Recreation; and the park will remain open during construction, requiring the contractor to secure the work area and staging area while coordinating with Parks and Recreation regarding any additional closures needed for material or equipment access. Qualified contractors must possess a current Certified Marine Contractor License, demonstrate completion of at least three similar rock revetment projects within the past two years through verified references, and comply with all federal, state, local, and OSHA regulations. Insurance requirements include General Liability ($1,000,000), Auto Liability ($1,000,000), Workers' Compensation per Florida statute, United States Longshoremen's and Harbor Workers coverage, and Builders Risk insurance equal to project value, with Brevard County named as additional insured. A 5% bid bond is required, and contractors with bids exceeding $200,000 must provide a 100% performance bond from a surety rated B+ VII or better by AM Best. The contract is subject to Davis-Bacon Act prevailing wage requirements and FEMA reimbursement provisions.

ADDENDUM 2

TO ALL PROSPECTIVE BIDDERS

This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Please acknowledge receipt of Addendum 2 in space provided on Price Sheet.

Bidders are requested to acknowledge receipt of this addendum with their bid.

CLARIFICATION TO QUESTIONS RECEIVED:

Question 1: Addendum 1 states a GC can bid this project if the qualifications are met. Can we bid using our subcontractors’ qualifications? If so, would the prime contractor need the Longshore Insurance or just the sub?

Answer: This information is defined in section 10 of the draft contract. The subcontractors and contractors’ insurance must meet the conditions in section 10 of the draft contract and must receive Brevard County RISK approvals. The contractors and the subcontractors must also meet Brevard County permitting requirements.

Question 2: If some trees in the park need to be trimmed to get trucks / materials in, will the parks dept do that or should we include that in our bid?

Answer: The contractor will be responsible for any trimming of trees that they deem necessary for material and staging access. This will need to be coordinated with Brevard County Parks and Recreation.

Question 3: Will the park be closed during construction and / or do you want temporary fencing to block materials & equipment from the rest of the park?

Answer: The Park will remain open. The contractor will be responsible for securing the work area which will also include the staging area. The contractor will coordinate with Brevard County Parks and recreation if they need to close any additional area for access to site for materials or equipment.

Please note that the bid opening date and time remains Tuesday April 14, 2026 @ 10:00 AM.

All other terms and conditions remain unchanged.

Sincerely, Mary Bowers Purchasing Manager
