About this file

This is Addendum 1 to the sealed bid solicitation issued by Brevard County Parks and Recreation Department, through its Purchasing Services division located in Viera, Florida, for the installation of a shoreline rock revetment at Osteen Park in Merritt Island, Florida. The addendum clarifies contractor qualification requirements in response to bidder inquiries. The mandatory pre-bid walk-through is scheduled for Monday, March 30, 2026 at 8:30 AM; the question deadline is Friday, April 3, 2026 at 5:00 PM; and sealed bids remain due on Tuesday, April 14, 2026 at 10:00 AM at Brevard County Purchasing Services, Building C, Room 303, 2725 Judge Fran Jamieson Way, Viera, Florida 32940. The project involves installation of coquina rock revetment along the Indian River shoreline to address erosion, including clearing, filter fabric installation, swale construction, turbidity barriers, and restoration work based on engineer-certified specifications. The contract term is 90 days total, consisting of 60 days from Notice to Proceed to substantial completion and an additional 30 days to final completion.

The addendum confirms that Brevard County will accept bids from Florida Certified General Contractors in addition to Certified Marine Contractors, provided they demonstrate necessary expertise in marine construction or partner with marine specialists and can verify at least three successful similar projects through references. All contractors are required to obtain Longshore and Harbor Workers' Compensation Act (LHWCA) insurance for over-water work, which is mandatory for marine contractors. The project requires strict adherence to local, state (Florida Department of Environmental Protection), and federal (United States Army Corps of Engineers) regulations for permitting and construction. All other terms and conditions from the original bid package remain unchanged, and bidders must acknowledge receipt of Addendum 1 on the Price Sheet submitted with their bids.

Installation of A Shoreline Rock Revetment at Osteen Park Bid# B-6-26-22 March 24, 2026

ADDENDUM 1

TO ALL PROSPECTIVE BIDDERS

This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Please acknowledge receipt of Addendum 1 in space provided on Price Sheet.

Bidders are requested to acknowledge receipt of this addendum with their bid.

CLARIFICATION TO QUESTIONS RECEIVED:

Question 1: Will the County allow a FL Certified General Contractor license to qualify a vendor for this bid with the requested past projects?

Answer: Yes, we would consider a licensed general contractor to perform the shoreline rock revetment, provided they have the necessary expertise in marine construction or work alongside marine specialists. They would need confirmation of at least 3 successful similar projects in the references. They would also need to obtain Longshore and Harbor Workers’ Compensation Act (LHWCA) insurance for over-water work. This coverage is mandatory for Marine Contractors. This project will require strict adherence to local, state (FDEP), and federal (USACE) regulations for permitting and construction.

Please note that the bid opening date and time remains Tuesday April 14, 2026 @ 10:00 AM.

All other terms and conditions remain unchanged.

Sincerely, Mary Bowers Purchasing Manager
