About this file
This is an Emergency Purchase Statement from the State of Illinois Chief Procurement Office for General Services, filed by the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS). The agency requested procurement of seven vehicles: three 2026 Ford F-150 trucks and four 2026 Ford F-350 trucks. The emergency purchase was necessitated when previous orders placed through Joint Purchase Master Contracts with Central Management Services could not be delivered before the end of fiscal year 2026 due to manufacturing delays. The agency contacted multiple Ford dealerships in the Springfield area—Morrow Brothers Ford, Sutton Ford, Landmark Ford, Bob Ridings Ford, Jim Xamis Ford, and Heller Ford—to identify vendors capable of providing newly manufactured vehicles with delivery to the CMS Garage by July 15, 2026. Only Heller Ford, located at 700 West Main Street in El Paso, Illinois, responded that it could supply all requested vehicles within the timeframe. The contract was executed on June 28, 2026, with reference number 53143.
The total contract expenditure is $446,852.81, funded through State Appropriation Funds. The emergency purchase was justified under 30 ILCS 500/20-30 to prevent serious disruption in critical State services, as IEMA-OHS requires reliable vehicles to fulfill its disaster mitigation, response, and recovery mission. The agency determined that no certified Business Enterprise Program (BEP) vendors were available in the relevant NIGP truck classifications, as existing BEP-certified vendors either did not sell newly manufactured vehicles or were unable to meet the delivery deadline. The purchase represents replacement of aging fleet vehicles that exceed the eight-year and 150,000-mile operational standards, with 28 vehicles currently out of compliance. The agency's efforts to obtain competition included outreach to six area dealerships, with only Heller Ford and Sutton Ford providing responses, and only Heller Ford capable of fulfilling the complete order within the required timeframe.

TextField2: The State of Illinois continues to see an increase in severe weather threats. Not only are the number of events growing, but the severity of these events is worsening, as well as the impacts to local municipalities across the state. For instance, Illinois leads the nation in tornados, with 173 confirmed events in 2026; this is the present record for any single year. With half of the calendar year remaining, the State is likely to see this record-breaking number grow, regrettably. Illinois also continues to see an increase in flooding incidents across the state, causing major impacts to local municipalities and exhausting their capabilities.
Due to the increase in severe weather threats and all other hazards impacting the state, IEMA-OHS must continue to support our local jurisdictions when hazards exceed their resources and capabilities. To help provide 24/7 support, IEMA-OHS owns 33 cargo/utility trailers, 28 reefer trailers, 5 trailered generators, 3 trailered storm pumps, 4 trailered sandbag machines, 8 side-by-sides, and nearly 70 million dollars of equipment used for various efforts, including emergency responses. Despite the growing need to respond with a large quantity of trailers and specialty equipment, the Agency only owns a small number of trucks, and most of the existing trucks are already reserved for specific emergency responses, like radiological/nuclear disasters. As such, to successfully complete its mission, and serve and protect the people of Illinois, IEMA-OHS requires additional trucks capable of carrying and towing large loads.
Likewise, IEMA-OHS is required to replace vehicles 8 years or older and those with more than 150,000 miles. Currently, the Agency has 28 vehicles that must be replaced for excess age or mileage. Maintaining these vehicles beyond the 8-year/150,000-mile standard costs the State a substantial amount of money, and it is, therefore, in the best interest of all stakeholders to replace the Agency’s old, high-mileage vehicles with new trucks that are suited to meet the Agency’s mission.
The agency tried to acquire vehicles through the releases from CMS Joint Purchase Master Contracts. Unfortunately, these orders had to be canceled due to manufacturing delays.
TextField4: The IEMA-OHS Logistics Division entered Requisitions to purchase the (3) Ford F-150s (contract executed 3/31/26 - P-41049:110 in BidBuy), (1) Ford F-350 (contract executed 4/28/2026 - P29479:347 in Bidbuy), and (3) Ford F-350s (contract executed 4/30/26 - P-29479:348 ). These procurements were releases from Joint Purchase Master Contracts (JPMC) with Central Management Services. On June 10-11, 2026, the agency reached out to confirm delivery and found that these purchases would not be able to be delivered in fiscal year 2026 and the orders would need to be canceled. A large portion of the agency's budget was allocated to these vehicles. Agency fleet has reported that a large number of vehicles within the fleet are aging and out of compliance. Due to the nature of the agency's mission, it is critical that a reliable fleet is maintained for disaster mitigation, response, and recovery. The agency has received other equipment such as diesel flood pumps and sandbag machines but will not be able to deploy the equipment without these vehicles. The agency also is required to respond to natural disasters throughout Illinois in which response and recovery may need to drive through destruction in order to provide their services. The vehicles were procured through the correct mechanism but due to the dealerships' inability to provide these vehicles before the end of fiscal year 2026 lapse period, the agency had to cancel these orders, and needs to conduct a spot purchase of these trucks.
ExplanationForSelectingVendor: The Agency first tried to use the Joint Purchase Master Contracts for the purchase of these vehicles. When we discovered the orders could not deliver in time, we determined we would need to execute an Emergency Purchase. Procurement researched if any BEP Vendors were certified in these NIGP Codes. At that time, one vendor was certified in Class 1 Trucks, but it was a trucking company in Chicago, rather than a Dealership (Trims Trucking, see attached supplemental documentation). Currently, no BEP Vendors are certified in the BEP Portal for Class 1, Class 2, or Class 3 Trucks (see attached supplemental documentation). Next, the Agency began reaching out to Dealerships in and around the Springfield area to determine if any had the type of vehicles the Agency needs, and if they would be able to deliver to the CMS Garage before July 15, 2026. The Agency reached out to Morrow Brothers Ford, Sutton Ford, Landmark Ford, Bob Ridings Ford, Jim Xamis Ford, and Heller Ford. Morrow Brothers Ford, Landmark Ford, Bob Ridings Ford, and Jim Xamis Ford did not respond with any available vehicles. Sutton Ford responded that they had (1) F-150 and no F-350s available. Heller Ford responded that they would be able to provide all (4) F-350s and (3) F-150s, and could deliver to the CMS Garage by July 15, 2026. The Agency determined that they should proceed to contract with Heller Ford.

TextField3: The Agency first attempted to purchase these vehicles using JPMC Master Contracts. When these orders had to be canceled, the Agency determined an Emergency Purchase should be executed to obtain the equipment. The minimum requirements that Vendors must meet are to be able to provide newly manufactured vehicles and deliver to the CMS Garage by July 15, 2026. The Agency reviewed the BEP Portal to determine if any vendors were registered under the NIGP Codes for these types of vehicles. There were no BEP Vendors for Class 2 or Class 3 Trucks, and (1) BEP Vendor for Class 1 Trucks. Upon researching this BEP Vendor, Trim's Trucking, Inc., it was determined that this vendor does not sell newly manufactured vehicles (see supplemental documentation). At this current time, no certified BEP Vendors are certified under these codes (see supplemental documentation). The Agency proceeded to call dealerships in the area, including Morrow Brothers Ford, Sutton Ford, Landmark Ford, Bob Ridings Ford, Jim Xamis Ford, and Heller Ford. The Agency asked all of these vendors to respond with their available stock that could deliver by July 15 to find the vendor that could best meet the needs of the Agency.
TextField1: The Agency reviewed the BEP Portal to determine if any vendors were registered under the NIGP Codes for these types of vehicles. At the current time, no BEP Vendors are registered under the NIGP Codes for Class 1, Class 2, or Class 3 trucks. (072-01, 072-02). Documentation of this is attached.
