Ballistic shields must be manufactured in the United States unless specific exemptions apply. Vendors must be registered in the Illinois Procurement Gateway or submit a completed Vendor Disclosure form with their bid and certify compliance with state and federal regulations, including drug-free workplace standards and prevailing wage requirements where applicable. The solicitation includes set-asides for Business Enterprise Program and Veterans Small Business Program participation. Vendors awarded contracts valued at $1,000 or more must pay a $15 administrative fee for the Minority Contractor Opportunity Initiative. Questions and Answers
1
Question

In Section 1.2 when the word "MUST" is mentioned, is there some flexibility on some of those specs? How restrictive will the "must have" requirements be?

Answer The specifications identified as “MUST” in Section 1.2 of the document named B-52598 Ballistic Shields IFB~1 {Description: Contract] are mandatory and not flexible.

2
Question

For example, the trapezoidal or triangular viewport... Will the shield be disqualified if it has a rectangle or square viewport?
