About this file
This is an Invitation for Bid form submitted as an offer to the State of Illinois for procurement B-52598, related to SOCOM/DOP Level III Rifle Rated Ballistic Shields. The document serves as the formal bid submission vehicle through which vendors submit their offers to the State of Illinois. The form requires bidders to declare compliance with all solicitation requirements and document submission obligations. The document indicates that failure to meet all specified requirements will result in disqualification of the bid. While the specific product quantities, delivery schedules, and bidders' conference details are not detailed in this particular form excerpt, the solicitation references the requirement for bidders to review and comply with all mandatory documentation outlined in solicitation section A.1.
The form provides bidders with the opportunity to claim applicable Illinois procurement preferences, including the Illinois Business Preference and Domestic Product Preference, each of which requires specific supporting documentation or product designation. Bidders may also submit exceptions to the State's Standard Terms and Conditions by providing a redlined version with their offer, though the State retains the right to accept or reject any proposed exceptions. The Standard Terms and Conditions are available through the Illinois CPO website. All bids submitted must include the signature of an authorized representative confirming the bidder's commitment to full compliance with the solicitation requirements and ability to perform the contracted services upon acceptance by the State.
