About this file

This is a Questions and Answers document for Bid Amendment #1 issued by the State of Illinois regarding a small purchase procurement for covert video surveillance concealment cameras (BidBuy Bid# 26-493ISP-ADMIN-B-52408). The document addresses eight clarification questions submitted by potential bidders regarding camera specifications, deployment environments, and system requirements. The concealment cameras must be completely enclosed in weather-resistant enclosures with maximum physical dimensions of 7.5" W x 9.5" H x 6" D and will be deployed in outdoor locations. The cameras will be accessed via a cellular router that is included in the specifications package. The procurement does not require advanced video analytics capabilities, and edge/on-board storage is not mandatory but would be accepted at the camera level. The awarded vendor must be a factory-authorized dealer as specified in the requirements.

The evaluation and award process for this procurement is based solely on the lowest price quote that meets all specified requirements, with no consideration given to total cost of ownership, advanced features, or warranty terms. Firmware and security updates will be provided by the camera and modem manufacturer. The procurement does not include evaluative weight for value-added services such as ten-year hardware warranties or over-the-air updates. Certified channel partners holding direct manufacturer authorization are acceptable as factory-authorized dealers for this purchase.

Bid Amendment #1 – Questions and Answers #1

No.
Questions and Answers
1
Question

Regarding the physical dimensions of the concealment cameras, is there a strict hard limit on size, or would the ISP accept a slightly larger camera if it eliminates the need for separate, bulky recording equipment (like NVRs/DVRs) at the deployment site?

Answer As stated in the specifications, enclosure dimensions may vary as long as they do not exceed 7.5" W x 9.5" H x 6" D.

2
Question

Are there specific types of environments these will be deployed in (e.g., outdoors, dropped ceilings), and would low-profile dome cameras that blend into traditional environments meet the 'concealment' requirement?

These cameras will be deployed in outdoor locations and, per the specifications, they must be completely concealed in a weather resistant enclosure.

Question Does the ISP require the ability to securely access footage remotely via cloud or cellular connection without needing to set up complex VPNs or port forwarding?

These units will be accessed via cellular router, which is also included in the specifications package.

Question Will the evaluation consider built-in advanced video analytics, such as filtering by vehicle make/color or tracking a person of interest, to speed up post-incident investigations?

This purchase is based only on low cost. There is no evaluation. No analytics are being sought as part of this procurement project.

Question Is edge/on-board storage required to ensure continuous recording and prevent data loss in the event of a network or cellular outage?

Edge recording is not required but would be accepted at the camera level.

Question When calculating the 'low quote total,' does the evaluation factor in the Total Cost of Ownership (TCO) over 5-10 years, including the cost of required recording hardware, software licensing, maintenance, and cybersecurity updates?

No. There is no evaluation. Low quote total means the lowest price quote that meets the specifications required.

Question:

Does a 10-year hardware warranty and continuous, over-the-air firmware/security updates provide evaluative weight, or is the decision strictly based on day-one hardware costs?

There is no evaluation. Any updates to firmware will be provided by the camera / modem manufacturer.

Question The memo states the vendor must be a 'factory-authorized distributor' and not a 'third-party reseller.' Can you confirm that certified channel partners who hold direct authorization from the manufacturer meet this requirement?

As the specifications state, the awarded vendor must be a factory authorized dealer.
