About this file
This is a Sole Source Justification Form (Part I) submitted by the Illinois Capital Development Board (CDB) for a sole source award to Trimble, Inc. for a three-year subscription and license to the Trimble Unity Construct (eBuilder) construction project management software. The contract term runs from July 1, 2026, through June 30, 2029, with no renewal options. The subscription includes unlimited enterprise user licenses, unlimited projects, unlimited document storage, 24/7 technical support, quarterly enhancements and upgrades, maintenance releases, and access to associated tools including EZ File Transfer, API services, quarterly release training, Data Warehouse, and API Integration maintenance. CDB has justified the sole source determination based on the agency's substantial prior investment in system implementation, the proprietary nature of Trimble's software, the time required to complete a competitive procurement for a replacement system, and the need to maintain operational continuity while the Illinois CDB Construction Operations Application Modernization Project is underway. A public hearing was not held, and the submission indicates that the hearing will be canceled unless interested parties submit written comments or request a public hearing by May 15, 2026, at 4 p.m.
The total contract value for the initial three-year term is $1,786,703.12, funded entirely through state funds. The subscription fee is based on an estimated average annual capital construction spend of up to $700,000,000. Through negotiation, CDB secured a 0.5% reduction in Trimble's standard year-over-year cost increase, reducing the annual increase from 3.5% to 3.0% and locking in this reduced rate for the contract term. CDB has a significant history with Trimble eBuilder, having invested hundreds of staff hours and more than $5,000,000 in implementation since 2016, with prior contracts valued at approximately $1.56 million (2016-2018), $382,650 (implementation amendment), $1.98 million (2020-2023), and $1.49 million (2023-2026). The justification emphasizes that transitioning to an alternative platform would result in loss of the prior investment, as the system is proprietary and incompatible with other platforms. CDB is actively pursuing a competitive procurement for a future construction management system through an RFP process expected to take 12-16 months, with an additional 16-20 months required for implementation once a vendor is selected.

TextField3: The migration of CDB from its legacy system to a new cloud‑based platform was a major undertaking. Hundreds of staff hours and more than $5,000,000 have been invested in the system CDB currently utilizes. This software is also used extensively by CDB’s vendors, who have already transitioned to the platform.
A multi‑year license for the existing system is necessary to maintain operational continuity, avoid unnecessary transition costs, and secure favorable pricing while CDB completes the procurement and implementation of a replacement system. The annual increase for this product is 3.5%. By locking in a three‑year term, CDB can reduce that increase by 0.5% each year, resulting in cost savings over the duration of the contract.
This multi‑year term will also provide CDB, currently in the process of procuring a replacement construction management system, sufficient time to ensure that the upcoming RFP fully addresses agency needs. It also allows adequate time for vendor selection and implementation of the new system once awarded. Finally, the three‑year contract allows CDB to secure a discounted price while maintaining operational continuity through the transition to a new construction management software platform.

Q1Answer: CDB has spent several years implementing the Trimble Unity Construct (eBuilder) construction management software and must continue to license the system in order to use it. CDB recognizes that because this is a SaaS product, it is in the agency’s best interest to competitively procure the next contract through an RFP. However, additional time is needed to complete the resolicitation and full procurement process.
This contract will allow CDB to continue using Trimble Unity Construct (eBuilder) while it completes the IL CDB Construction Operations Application Modernization Project. The subscription fee provides unlimited Trimble Unity Construct (eBuilder) Enterprise Users and is based on an estimated average annual capital construction spend of up to $700,000,000.00. The subscription term will be aligned with the State fiscal year to avoid payments that cross fiscal years.
Q2Answer: This contract will provide for the subscription and licensing to use the Trimble Unity Construct (eBuilder) construction management software that has been implemented by CDB and Trimble. The subscription includes unlimited user licenses, unlimited projects, unlimited document storage, 24x7 technical support, quarterly enhancements/upgrades, maintenance releases, and a subscription to EZ File Transfer tool, API, Quarterly Release Training, Data Warehouse, and API Integration maintenance.
Q3Answer: To date, CDB has invested hundreds of staff hours and more than five million dollars in implementing this software. Trimble’s system is proprietary, and transitioning to an alternative platform would result in the loss of the time and financial resources already invested. Furthermore, Trimble Unity Construct (eBuilder) provides critical functionality not available in CDB’s other systems by offering a user‑friendly, collaborative, web‑based environment that supports timely interactions among contractors, architects, and State staff working on construction projects.
Q4Answer: Trimble Unity Construct (eBuilder) software is proprietary to Trimble. CDB staff has spent hundreds of hours working through implementation of Trimble Unity Construct (eBuilder) and has trained vendors in using the software as well.

altNo:
Q5aAnswer: Alternatives were not evaluated at this time because CDB is already actively pursuing a competitive procurement for a future construction management system.
In the interim, CDB must maintain its existing system to avoid operational disruptions and preserve the State’s investment of time, funding, and data already committed to Trimble Unity Construct (eBuilder). The sole source term is therefore limited to the period necessary to complete the competitive RFP process and transition to the selected vendor.

Q7Answer: Trimble’s year‑over‑year cost increase is a minimum 3.5% or higher. Through negotiation, CDB was able to secure a 0.5% reduction, bringing the annual increase down to 3% and locking in this reduced rate for a three‑year term. The negotiated rate is lower than the rate paid during the 2020–2023 term and lower than the 3.5% increase in 2025 to 2026.

Q8aAnswer:
Q9Answer: If this sole source is not approved CDB would incur significant financial and operational impacts. CDB has already invested hundreds of staff hours and more than four million dollars in implementing Trimble Unity Construct (eBuilder). Transitioning to a different vendor at this stage would result in the loss of that investment, as the system is proprietary and the work completed to date could not be transferred.
CDB is actively working on a competitive procurement for a future system, however additional time is needed to conduct the RFP process, complete the procurement, and ensure an orderly transition. From start to finish, the RFP will take about 12 -16 months, and once a vendor(s) is selected, it will take another 16 - 20 months to implement the solution and decommission the legacy solutions. Approving the sole source contract avoids unnecessary duplication of costs and prevents operational interruption while the competitive procurement is completed.
