About this file

This is a pre-submission conference presentation for the Illinois Department of Innovation and Technology (DoIT) regarding a competitive invitation for bids (IFB) to establish colocation services at the St. Louis Data Center. The IFB seeks to procure a 10-year contract for colocation space at either Netrality Data Center's location at 210 North Tucker Boulevard or 900 Walnut Street in St. Louis, Missouri. The current state requirements include one 42RU at 19" locking cabinet in an environmentally controlled environment, two 48V DC power feeds (A and B), nine cross connects, one pair of dark fiber extension between Walnut and Tucker locations, one 24-count/12-pair fiber homerun, and ad hoc smart hands on-site technical support services. The pre-submission conference was held on May 5, 2026. All bids must be submitted through BidBuy by May 11, 2026, at 9:00 AM CST, with all written questions due to Jenny Kesselring at Jenny.Kesselring@Illinois.gov by close of business on May 6, 2026. Answers to questions will be posted as amendments in BidBuy.

Vendor responsiveness requirements include submission of either Vendor Disclosures (formerly Forms A) for non-Illinois Procurement Gateway registered vendors or Active Registered Vendor Disclosures (formerly Forms B) for registered vendors, verification of good standing status with the Illinois Secretary of State and Illinois Department of Human Rights, registration with the Board of Elections at the time of proposal submission, and a signed contract executed by the President, CEO, CFO, or Owner with a letter of signature authority if signed by another party. The resulting contract represents an "ability to buy" arrangement with no specific quantities guaranteed at this time, though future growth is anticipated. Vendor assistance for BidBuy registration and submission is available through the BidBuy Vendor Help Desk at il.bidbuy@illinois.gov or 866-455-2897, Monday through Friday, 8:30 AM to 4:30 PM CST.
