About this file

This document is an attachment to a colocation services solicitation from the Illinois Department of Innovation and Technology (DoIT) for the establishment of a 10-year contract with the St. Louis Data Center. The specification details comprehensive colocation facility requirements at either 900 Walnut Street or 210 North Tucker Street in St. Louis, Missouri. Services must be provided at Netrality Datacenter locations and include full rack or individual cabinet configurations based on DoIT equipment needs, with power delivery options spanning -48V, 120V, 208V, and A+B feeds supported by UPS and backup generators. The provider must guarantee 99.99% uptime through a Service Level Agreement and maintain Uptime Institute Tier III and Tier IV standards or equivalent practices. Additional requirements include 24/7 access for DoIT engineers, 24/7 Network Operations Center support, on-site technical support services (Smart Hands), environmental controls meeting ASHRAE standards for temperature and humidity regulation, fire suppression and smoke control, and fabric connectivity access with detailed specifications on available connectivity options.

The provider must supply Letters of Authorization for cross-connects, home run fibers, and related services, while recognizing and supporting relevant national and international power standards including IEEE, ASHRAE, NEC, NFPA, TIA, ANSI, and ISO standards. If the provider is a third party, clarification must be provided regarding which services are delivered directly by the provider versus those provided by the data center owner. The colocation services are intended to support DoIT Network Services/ICN in serving K-12 customers, state agencies, and paying customers across Illinois.
