PROJECT NO. F0073
November 2016
1.0 INTRODUCTION
Tehama, LLC (Tehama) has performed an exterior inspection of roofing materials and window caulking for the presence or absence of Asbestos-Containing Materials (ACM) for Building 52 located at Fort Leavenworth, Kansas. The inspection was conducted at the request of Yaeger Architecture, Inc. (Yaeger) for use in their upcoming infrastructure renovation design project for Building 52. The scope of work for this project was developed from a scope of work provided by Yaeger and from drawings and emails, and Tehama’s proposal dated September 6, 2016. The intent of this inspection was to locate, identify and quantify ACM that will be impacted during the exterior renovation of the building.
In addition to the ACM survey, Tehama inspected metal roof flashing material in the area where Sheridan Hall intersects with Grant Hall, near the clock tower. Based on visual observations made by Yaeger and other specialty subcontractors, there was some concern that the material was lead sheeting or was sheet metal coated with lead-based paint. Additional detail regarding the flashing material inspection and results can be found in Section 8.0 below.
Megan Perez-Utter, Jerrett Domling and Anne Eiseman, certified Asbestos Hazard Emergency Response Act (AHERA) Asbestos Inspectors with Tehama performed the inspection on October 25 and 26, 2016. Certifications for Megan Perez, Jerrett Domling, and Anne Eiseman are located in Appendix A.
2.0 FIELD INVESTIGATION PROCEDURES AND SAMPLE ANALYSIS
METHODS
Guidelines used for the inspection were established by the EPA in the Guidance for Controlling Asbestos Containing Materials in Buildings, 40 CFR Part 763, 29 CFR 1926.1101, 40 CFR 61, 29 CFR 1910.134, AHERA, where applicable Kansas Statutes Annotated (K.S.A Chapter 65, Article 53), Kansas Administrative Regulations (K.A.R. 28-50-1 to 28-50-14).
Field information was organized in accordance with the AHERA methodology of homogenous area (HA). During the inspection, reasonable effort was made to identify all locations and types of ACM associated with the exterior window caulking and roofing materials. Bulk sampling for each HA was completed and specific sampling locations were chosen at random. A minimum of two samples of window caulking and roofing materials were collected in each of the six distinct building areas (Areas A through F).
All samples were analyzed by Polarized Light Microscopy (PLM) as outlined in the EPA 600/R- 93/116 Method. The laboratory provides the approximate percentage of asbestos fibers in the sample and also identifies the crystal form of the asbestos. Materials are considered ACM if they contain greater than one-percent (1%) asbestos.
Tehama subcontracted laboratory analysis procedures to EMLab P&K located at 1150 Bayhill Drive, Suite 100, San Bruno, CA 64066. The laboratory has received accreditation from the following agencies:
National Voluntary Laboratory Accreditation Program (Lab Code 200738-0) American Industrial Hygiene Association Accredited Laboratory (Lab No. 102856)
Laboratory certifications are presented in Appendix B.
3.0 ASBESTOS INSPECTION SCOPE AND MATERIAL ASSESSMENT
This survey was conducted to determine whether asbestos is present in window caulk and roofing materials on the exterior of the building, in preparation for building renovation and restoration. The sampler’s discretion was used for determining the number of samples to be taken of suspect ACM in each HA. The areas inspected for ACM included the exterior (windows and roof) of each of the six building sections of Building 52.
The inspection was characterized by observations of accessible areas. Suspect materials examined and quantified during the inspection included:
Window Caulk, Red Paint Window Caulk, Black Roof Shingle Roofing Felt, Black Roof Caulk, White Roof Caulk, Black Old Roofing Material – remnants of previous rolled roofing prior to installation of EPDM roof (Area F only)
A total of 28 bulk samples were collected from Building 52. Figures showing bulk sample locations are located in Appendix C.
4.0 INSPECTION RESULTS
Analytical results of the bulk samples collected indicate that the following materials contain greater than 1% asbestos and are considered ACM. The following table presents the location of ACM materials identified during the survey.
Location ACM Material Window above basement level door near southwest corner of Area A (Sample A2)
Non-friable Gray Caulk with Red Paint
3rd floor window in Area B (Sample B4) Non-friable Gray Caulk with Red Paint Basement level window in Area F (Sample F2) Non-friable Black Caulk with Red Paint Basement level window in Area F (Sample F3) Non-friable Tan Caulk with Red Paint Roof Ledge of Area F (Sample F6) Non-friable Gray/Black Roofing Felt Roof Ledge of Area F (Sample F7) Non-friable Black Roofing Felt

Dear Mr. Costello:
Congratulations! The AIHA Laboratory Accreditation Programs (AIHA-LAP), LLC’s Analytical Accreditation Board (AAB) has approved EMLab P&K, LLC. as an accredited Industrial Hygiene and Environmental Microbiology laboratory.
Accreditation documentation includes the IHLAP and EMLAP accreditation certificate, scope of accreditation document and a copy of the current AIHA-LAP, LLC license agreement (if your completed agreement is not on file at AIHA-LAP, LLC). The accreditation logo has been designed for use by all AIHA-LAP, LLC accredited laboratories. If your laboratory chooses to use the logo in its advertising the laboratory’s accreditation, you must complete and return the AIHA-LAP, LLC license agreement to a Laboratory Accreditation Specialist. Once submitted, an electronic copy of the accreditation logo will be sent to you. Please inform us if your laboratory does not wish to use the logo in advertising.
Laboratory accreditation shall be maintained by continued compliance with IHLAP and EMLAP requirements (see Policy Modules 2B, 2D and 6), which includes proficient participation in AIHA-LAP, LLC approved proficiency testing, demonstration of competency, or round robin program as indicated on the AIHA-LAP “Approved PT and Round Robin” webpage, its associated PT-Scope table, and as required in Policy Module 6, for all Fields of Testing (FoTs) for which the laboratory is accredited. An accredited laboratory that wishes to expand into a new FoT must submit an updated accreditation application to AIHA-LAP, LLC for review by the AAB.
Any changes in ownership, laboratory location, personnel, FoTs/Methods, or significant procedural changes shall be reported to AIHA-LAP, LLC in writing within twenty (20) business days of the change.
The accreditation certificate is the property of AIHA-LAP, LLC and must be returned to us should your laboratory withdraw or be removed from the Industrial Hygiene and Environmental Microbiology.
Again, congratulations. If you have any questions, please contact Lauren Maher, Laboratory Accreditation Specialist, at (703) 846-0716.
Sincerely, Cheryl O. Morton Managing Director

Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.

The report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the federal government. EMLab P&K reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.
