About this file

This is an Emergency Purchase Extension Approval document from the State of Illinois Chief Procurement Office submitted by the Illinois Department of Transportation (IDOT), Business Services Division, for emergency de-icer supply services. The original emergency contract with SNI Solutions, located in Springfield, Illinois, was established for a three-month term from December 5, 2025, through February 28, 2026, with an original contract value of $1,184,125. IDOT is requesting a three-month extension of this emergency contract from March 1, 2026, through May 31, 2026, to provide de-icer solution services to all IDOT locations statewide. The de-icer solution is sprayed on roadways and bridges in addition to salt spreading to prevent safety hazards during freezing conditions. The extension does not change the scope of work from the original emergency contract.

The extension contract amount is estimated at $90,000 for the three-month period. IDOT determined that Business Enterprise Program (BEP) participation goals are not applicable to this emergency contract because SNI Solutions manufactures and delivers the commodity itself with no opportunity for BEP subcontractor participation. The extension is necessary because IDOT's attempt to establish a replacement vendor contract prior to the original emergency expiration was unsuccessful; the published bid was canceled due to vendor non-responsiveness. IDOT indicates that failure to extend the emergency contract through the winter season would create a public safety issue by preventing adequate road treatment during hazardous conditions. A competitive procurement process is currently in development to establish a long-term contract to eliminate the emergency condition by the end of 2026. The extension request was approved by the Chief Procurement Officer on February 26, 2026.

Is there BEP participation on this contract? If no, explain why

Because this is an emergency we have determined that a BEP goal is not applicable because a BID was published to attempt to get a vendor on contract for De-Icer that had a BEP goal. The vendor stated that there is NO opportunity for a BEP subcontractor as they manufacture and deliver the commodity themselves.

Has this emergency contract been extended before? Please detail in the space below:

1. Provide detail about the events that led the agency to conduct an emergency procurement:

We attempted to get a vendor under contract prior to the original contract expiration date, but with the lengthy process of the procurement such as collecting all approved documents, getting districts 2-7 quantities and cost, the procurement process itself and having the vendor deemed as non-responsive; therefore, we are needing to extend this emergency to allow us time to re-bid.

2. What is the scope of work of the initial emergency contract? Please detail below:

To provide De-Icer solution to all IDOT locations to prevent a safety hazard when freezing conditions are possible. This De-Icer solution is sprayed on the roadways and bridges in addition to spreading salt.

3. Does this extension change the scope of work? Yes No If yes, please detail below:

4. Provide justification for extending the original emergency contract:

IDOT attempted to get a vendor under contract before the emergency expired but we are having to cancel that BID due to the vendor being deemed as non-responsive; therefore, we are needing additional time to re-bid this solicitation. The impact of having a lapse in services/supplies will affect public safety.

5. Does this emergency contract correct or eliminate the emergency condition?

Yes No Please detail:

the agency is attempting to get a term contract in place to eliminate the emergency condition come the end of 2026.

6. Explain why the need cannot be met through a competitive procurement process.

IDOT attempted to get a vendor under contract before the emergency expired but we are having to cancel that BID due to the vendor being deemed as non-responsive; therefore, we are needing additional time to re-bid this solicitation. This need will be met through a competitive solicitation once a new Invitation for Bid is published.

7. Is a competitive procurement in process to replace this emergency contract?

Yes No Status: in development

IDOT published and opened a bid that will be canceled due to the vendor not being responsive per BEP. Therefore, we are needing to extend the emergency for 3 months for an additional $90,000.00 to get us through the winter season. Dates will be 3/1/26 to 5/31/26. We will be rebidding to establish a term contract.

8. What is the effect of a denial of this extension request?

If we are unable to extend this emergency through the end of winter season, this will be a public safety issue as the we will be unable to adequately treat our roads to avoid hazardous conditions.
