About this file

This is a Questions and Answers document issued by the Illinois Department of Innovation and Technology (DoIT) regarding Invitation for Bid (IFB) MET7-CY26 for Fiber-Based Point-to-Point Metro-Ethernet Transport Service (Contract No. 26-448DOIT-TELEC-B-51005). The procurement seeks metro ethernet transport services with bandwidth speeds between 100 MB and 1 GB to connect eleven primary state agency locations across Illinois to fifteen Illinois Century Network Points of Presence sites. The solicitation was issued through BidBuy portal with a due date of March 20, 2026, which will not change. The Q&A document clarifies that vendors have discretion in engineering connections from Q-Sites listed in Attachment A to any ICN POP site listed in Attachment B that supports required bandwidth, rather than the State prescribing specific point-to-point assignments. The contract title has been corrected to read "Metro Ethernet Transport Service" across all documents. The award date remains to be determined.

The Q&A document addresses submission requirements and documentation procedures. Bidders must submit three required quote attachments: a signed contract, an Offer form, and a Vendor Disclosure form (either a standard Vendor Disclosure or the IPG Active Registered Vendor Disclosure, uploaded in the Vendor Disclosure field). The document confirms there is no separate upload field for IPG Active Registered Vendor Disclosure, as whichever disclosure form utilized should be submitted in the designated Vendor Disclosure field. No tentative award date has been provided by the State. All bids remain firm for 180 days from opening, and awards will be made to the lowest responsive and responsible bidder per location based on the total cost formula incorporating monthly recurring costs, service term, and non-recurring installation costs.

MET7-CY26 Metro Ethernet IFB BidBuy #26-448DOIT-TELEC-B-51005 Questions and Answers – 3/11/2026

Please note: The Due Date for this solicitation will not change.

1. Question: Attachment B provids a list of POP Z End Locations, whereas, Attachment A gave the list of Q-site locations, which are totally different from Z End Locations. We understand this project is a point to point (PTP) network, and we request the Government to identify which specific A location gets connected to a specific Z location. This will help the bidders in assessing the specific point to point A > Z locations, and accordingly better design the Point-to-Point network (from every location A to corresponding location Z).

Answer: Service is to be connected from each Q-Site listed in Attachment A to any location listed in Attachment B. It is at the discretion of the vendor which ICN POP Site to connect service to. The State does not specify POP assignments; vendors must engineer the connection to any ICN POP listed in Attachment B that supports the required bandwidth.

1. Question: In the BidBuy portal, “Required Quote Attachments” section listed “Vendor Disclosure” as one of the forms to be uploaded as part of our Quote. But, there is no provision given to upload “IPG Active Registered Vendor Disclosure”. Can the Government look at this once, and add a link for uploading this form too?

Answer: No. There are 3 Required Quote Attachments because the Vendor is required to upload 3 documents with their quote: Signed Contract, Offer, and Vendor Disclosure (whichever Vendor Disclosure form you utilize is uploaded in the Vendor Disclosure field). See Section A.1 in the Invitation for Bid Vendor Instructions and Requirements.

1. Question: “B-51005 MET7-CY26 Metro Ethernet Contract v1.5.26~1.doc” says the title of this RFP as “Metro Ethernet Transfer Service”, whereas, “B-51005 MET7-CY26 Metro Ethernet IFB Instructions v1.22.26.doc” shows the title of this RFP as “Metro Ethernet Transport Service”. There seems a discrepancy in the title of the RFP. Can the Government please verify this and give us the correct name?

Answer: The contract has been revised to read Metro Ethernet Transport Service. See revised contract attached in BidBuy. Please note this is not an RFP. It is an Invitation for Bid (IFB).

1. Question: Can we please request the government for the tentative date of award?

Answer: No. The award date is yet to be determined.

Please note: The Due Date for this solicitation will not change.
