About this file
This is a Questions and Answers document issued by the State of Illinois Emergency Management Agency and Office of Homeland Security in response to inquiries regarding Open Market Bid 26-588IEMA-MGMTA-B-50685 for DNS Electrical Measurement Calibrations. The solicitation requires calibration services for the Department of Nuclear Safety's electrical measurement instruments, with the primary requirement that the majority of calibration work be performed on-site at 1301 Knotts Street, Springfield, Illinois 62703. Vendors may utilize off-site calibration for a portion of items if necessary, provided they complete and submit "Attachment A- Items Calibrated Off-Site" with their bid proposal. All calibration services must be performed by laboratories holding ISO/IEC 17025 accreditation, with calibrations traceable to National Standards.
Award will be granted to the lowest responsive bidder that meets all technical specifications and responsiveness requirements. For instruments calibrated off-site, vendors must identify the destination laboratory address, provide documentation of ISO/IEC 17025 accreditation, and clearly specify expected turnaround times. All technically compliant bids will be evaluated equally regardless of calibration location, provided the majority of items meet the on-site requirement. Shipping costs for off-site calibration services must be included in unit pricing, and vendors must clearly identify turnaround times as part of their bid submission.
