About this file
This is a Sole Source Justification Form submitted by the Illinois Department of Human Services, Division of Developmental Disabilities, for a sole economically feasible source procurement with A-1 Lock, Inc. for the Shapiro Camera Project. The project involves the purchase of Axis Network Video Recorders and a performance bond required for the camera installation system at Shapiro Center, one of seven State Operated Developmental Centers (SODCs) undertaking a statewide camera installation initiative. The project specifically requires six Axis S1296 Rack Recorders with 96TB capacity and a performance bond. The need was identified on October 1, 2025, with a required completion date of January 1, 2026. The contract term runs from January 1, 2026, through June 30, 2026, with no renewal options specified.
The total contract value for this sole source procurement is $131,784.30, funded entirely through state funds. A-1 Lock, Inc., the current statewide master contract vendor for camera procurement and installation, is offering a 5% discount on the network video recorders, resulting in a total savings of $6,479.70 compared to alternative vendors' pricing. The justification emphasizes the critical need for system compatibility and standardization across all seven SODCs, as five facilities have already procured and installed Axis cameras through A-1 Lock's master contract. The vendor's status as an Axis Channel Partner with specialized expertise in system design, support, and integration, combined with IT Governance approval for the current system configuration, supports the sole source determination. The procurement was posted to the Illinois Procurement Bulletin for public hearing consideration, with the deadline for written comments or hearing requests set for Friday, January 2, 2026, at 4:00 p.m.

Q1Answer: The State's seven (7) State Operated Developmental Centers (SODCs) are currently pursuing a statewide project to install cameras in our facilities to ensure the safety of our individuals served and staff. To date, Choate Developmental Center, Fox Developmental Center, Mabley Developmental Center and Murray Developmental Center have cameras installed and active. Kiley Developmental Center has their cameras wired and installed and will be active soon. These five (5) SODCs have utilized statewide master contracts available to complete the wiring (Ficek) and cameras purchase/installation (A-1 Lock, Inc.). The current master contract with vendor A-1 Lock, Inc (P-25705) does not have language in the contract for the performance bond required or the network video recorders required which are part of the approved design plan that was approved by IT Governance. Additionally the vendor is offering a 5% discount on the network video recorders. This procurement is for Shapiro Center and is for the purchase of network recorders and the performance bond.
Q2Answer: We require a vendor that can procure and provide Axis network video recorders so these are compatible with our cameras. The vendor is offering a 5% discount (same discount percentage as items on their master contract) for this sole source procurement, making this economically feasible as well.
The details of this contract include the purchase of:
Six (6) Axis S1296 Rack Recorders 96TB - item not on master contract but the master contract vendor is applying a 5% discount for the purchase of these items;
Performance Bond.
Q3Answer: The Division of Developmental Disabilities sought and obtained governance approval to install cameras and internal network recorders at our SODCs utilizing current statewide master contract vendors - Ficek for wiring and A-1 Lock, Inc. for cameras and network recorders. It is imperative that the seven (7) SODCs utilize the same camera system and network video recording system to ensure adequate oversight can be maintained as well as system wide training and compliance. Currently, five (5) SODCs have procured cameras and network video recorders (NVRs). It is imperative that the remaining two (2) SODCs utilize the same cameras, recorders and software for compatibility and statewide management of this project. Additionally, this camera system requires software updates, camera trouble-shooting and/or warranty issues and the current statewide master contract vendor, A-1 Lock, Inc., can provide this assistance as needed after project implementation via the release off master procurement method.
The cameras and recorders must be the Axis brand to be compatible with the five (5) other SODCs that currently have cameras installed and/or procured and ready for installation. The Department/Division of Developmental Disabilities must have the same camera system in all of their seven (7) SODCs to provide effective management, oversight and training.
Q4Answer: A-1 Lock, Inc. is the current statewide master contract vendor. Axis products are not sold directly from Axis Communications but from partners of Axis Communications. A-1 Lock is a Channel Partner of Axis Communications and they specialize in system design, support, integration and installation of monitoring solutions. The security cameras that the Centers are utilizing have all been purchased from the Master Contract with A-1 Lock, Inc. The network video recorders and/or the performance bond are not available on the Master Contract and therefore must be procured separately.
The unique features of the supplies are that the cameras the Centers are utilizing are Axis cameras and the Axis network video recorder is preloaded with the Axis Camera Station video management software so it is compatible with the cameras being installed. No other video recorder (except an Axis brand) would be compatible with the cameras we have already purchased for this center.
Although the network video recorders are available from other vendors, this Vendor is offering 5% discount (like their products in their statewide master contract) which makes purchasing from them economically feasible. The economic benefit of this sole source procurement is a discount of $1,079.95 per network video recorder with a total savings of $6,479.70 for the six (6) recorders we need to purchase.
This savings of $6,479.70 with this vendor (A-1 Lock, Inc). makes this procurement economically feasible to the State.

Q5aAnswer: The most economical procurement path has been utilized by five (5) other SODCs, which is to utilize the current Master Contract vendor, A-1 Lock, Inc. who is giving DHS a 5% discount on the recorders.
On-line research did not find the same items at a lower price than the vendors quote of $20,519.05 each. Affinitech has the recorders available for $21,599.00 each and A1 Security Cameras has them for $20,885.20 each.
The Division cannot effectively manage different camera systems at our SODCs as specific procedures related to many areas, one being the pulling of videos per requests from OIG, ISP, IDPH, FOIA, etc., are currently in place. Management would not be able to effectively oversee multiple camera/recorder system. Additionally, IT Governance approval has been received for the camera and operating system being put into place. If required to purchase a different system, a new IT Governance approval would have to be sought.
Due to the need for a Performance Bond need on all projects over $150k and that the current master contract held by A-1 Lock, Inc. does not have language requiring the Performance Bond, we are seeking a Sole Economically Feasible Source to ensure the camera system at Shapiro Center is the same as our other SODCs.

Q9Answer: The impact is the potential for multiple camera operating systems through-out the State at our SODCs which will not be manageable by the Division of Developmental Disabilities - SODC Operations. It is imperative that all seven (7) SODCs utilize the same types of cameras and same software along with the same compatible network video recorders for effective management, oversight and training. Potential financial impact should this procurement need to be a competitive bid is we would probably be forced to pay higher pricing as the vendor is offering the same discount for this procurement as they have in their current master contract which was secured earlier in this high inflationary period through a competitive solicitation.
