About this file

This is a Change Order Notice issued by the Chief Procurement Office for General Services in Illinois, involving the Department of Human Services and the Illinois Assistive Technology Program (IATP). The change order pertains to a Vocational Rehabilitation sole source contract with IATP, specifically to address funding deficiencies for VR customer equipment purchases and direct shipment to customers. The original FY26 contract was negotiated at a total value of $2,116,641.

The change order adds $291,800 in funding to correct an administrative oversight between the Department of Rehabilitation Services (DRS) and IATP that created a contract deficiency. This additional funding is necessary to ensure IATP can adequately meet the equipment needs of DRS customers. Recent rule changes following an audit review determined that VR customer equipment, including laptops, constitutes an exempt service for which the VR program bears responsibility for purchasing hardware to support students' vocational rehabilitation goals. The change order notice is being posted on the Bulletin/BidBuy for 14 days as required for modifications increasing contract costs by more than $25,000.

thedetails: The additional funding is to purchase equipment and ship the equipment directly to the customer. When originally negotiating the FY26 contract, it was for the total of $2,116,641. Due to administrative oversight between DRS and IATP, there was a $291,800 deficiency made to the contract which needs correcting to ensure IATP is able to meet the needs of DRS customers. With recent rule changes due to an audit review, it was determined that VR customer equipment, including laptops, is an exempt service, meaning that the VR program is responsible for purchasing this hardware for students to fulfill vocational goals.
