About this file
This is a Questions and Answers document for an Invitation for Bid (IFB) issued by the State of Illinois Department of Innovation and Technology (DOIT) to establish an agency-specific contract for Atlassian Software Products. The procurement (BidBuy #26-448DOIT-ADMIN-B-49770) seeks quotes for five Atlassian products: JIRA Software Data Center (1,000 user tier), Bamboo Data Center Annual (1 user), FishEye Server (250 user tier renewal), Confluence Data Center (1,000 user tier), and Crucible Server (100 user tier renewal). All licenses are for a one-year term. The state has provided SEN numbers for each product to facilitate manufacturer identification and quote processing. The technical point of contact for all licenses is identified as Marquis.Boyce@Illinois.gov, though this contact is subject to change within weeks and should be used solely for obtaining manufacturer quotes.
The procurement is restricted to authorized resellers of Atlassian Software Products only, and bidders must submit a Statement of Manufacturer Authorization as a required quote attachment in BidBuy. Bidders must direct all questions and information requests through the designated information contact in BidBuy rather than directly to the technical point of contact. No additional pricing terms, set-aside information, or funding sources are specified in this Q&A document.

1) Question: We’ve received an invitation for the Atlassian Tools RFP. As a Platinum-level Atlassian partner, we’ve begun preparing for submission. One of the requirements is the SEN number and technical contact email for each position. This information is necessary for Atlassian to identify your subscription and apply your terms to the quote.
Answer: Please see the SEN number for each product below. The technical POC for all licenses is Marquis.Boyce@Illinois.gov. Please note that the POC will be changing in the coming weeks and therefore should only be used for the purposes of getting a quote from the manufacturer. 2) Question: Please confirm if we can submit our bid as a reseller/subcontractor for the subject bid.
Answer: Per section A.1 (page 2) of the Invitation for Bid Vendor Instructions and Requirements document, the state is accepting bids from authorized resellers only. Therefore, if your company is an authorized reseller and can produce the required Statement of Manufacturer Authorization you are able to submit a quote. Please note this letter is a required quote attachment in BidBuy.
3) Question: Could you share the SEN for each product mentioned in the IFB? Could you share the email address of the Technical PoC?
Answer: Please see response to Question 1.
