About this file
The document is a Questions and Answers file for solicitation B-49378 issued by the Illinois Emergency Management Agency (IEMA) and Office of Homeland Security, focusing on a waste hauling service contract for their Rochelle Warehouse. The procurement involves the removal and disposal of expired personal protective equipment (PPE) using two 40-cubic yard dumpsters, with services to be performed on weekdays between 8:00 AM and 4:30 PM, excluding state holidays. The vendor will be responsible for swapping full dumpsters with empty ones upon request, with the Warehouse Manager, James Clark, serving as the point of contact for service coordination.
The solicitation specifies strict requirements, including mandatory 40-cubic yard dumpster specifications and no alternative container sizes permitted. While no specific contract value is disclosed, the procurement appears to be a time-sensitive project with proposals due by September 23, 2025. The contract includes provisions for same-day dumpster swaps, with the agency indicating they can typically fill two dumpsters daily. Vendor requirements include maintaining appropriate insurance coverage and adhering to state procurement guidelines, with potential implications for minority contractor participation. The contract is contingent on appropriation availability and appears designed to efficiently manage surplus PPE inventory from the state's emergency management stockpile.

Waste Hauling Questions and Answers
1. Question: Scheduling cadence - "two cans daily" means swap/empty and replace two a day? Or does it mean two sitting on site at all times?
Answer: The Agency will phone them in as soon as they are full and have them ready to be taken off-site. The vendor can take a full dumpster and bring back an empty one when they come to pick up the next full dumpster.
2. Question: Rental window - how many days are included before daily rental applies?
Answer: We will have dumpsters filled on an almost daily basis. Depending on weather and emergencies which may hinder our dumpster efforts. Typically, we have no issues filling two dumpsters a day.
3. Question: Are there access constraints? Dock height, staging space for two 40-yds?
Answer: Both dumpsters are placed outside and are free standing away from all docks and buildings. There is plenty of staging area and the units are easily accessible.
4. Question: Who would be the POC for same day swap requests and what is their response time?
Answer: James Clark is the Warehouse Manager and will be the point of contact for these services. His contact information will be provided after the contract is awarded.
5. Question: Any holidays and blackout dates?
Answer: Services may be requested on weekdays from 8:00AM-4:30PM. No services will be requested on state holidays.
6. Question: Is there any other size dumpster the Agency will accept?
Answer: No. The specifications of the solicitation must be met, or the bid will be deemed non-responsive. The dumpsters must be 40-square yards.
