About this file

This document is Addendum #1 for the Illinois State Board of Education's (ISBE) Virtual Course Catalog procurement (Bid #25-586SBE-CHFED-B-47211), addressing vendor questions about the Illinois Virtual Course Program. The addendum clarifies key requirements, specifically that vendors must have Illinois-certified teachers available at the time of bid submission (5/22/2025) and must provide teachers for all courses, with online content-only submissions being ineligible. Vendors are required to submit course listings using a provided template (Attachment A: Course Catalog Template), which includes details such as course type, grade levels, state course catalog code, course description, and course length.

The addendum supplements the broader procurement details, reinforcing that vendors must offer full-service online courses with licensed instructors, maintain course quality standards, and comply with state educational requirements. The document indicates that successful vendors will be part of a five-year contract ending June 30, 2027, with courses spanning core academic subjects, Advanced Placement, credit recovery, and other educational categories. Vendors must meet specific criteria including maintaining a minimum 75% course completion rate, adhering to data privacy regulations, and providing courses through a secure Learning Management System, with Local Education Agencies directly billing for course usage.

SBE: JPMC - Virtual Course Catalog Question and Answer Addendum #1

1. Do providers need to have Illinois-certified teachers available at the time of bid submission (5/22/2025) or at the time of course-offering (Fall 2025)?

ANSWER: This needs to be done at the time of bid submission. Please see Section 1.2 on page 4.

1. Are vendors required to provide teachers for all courses, or can we bid just the courses and districts use their own teachers?

ANSWER: Vendors are required to provide teachers for all courses. Please see Section 1.2 on page 4. Courses that just provide online content for districts to be taught by that district’s own teachers are NOT eligible to participate in this program.

1. In the Scope of Work in the Illinois Virtual Course Program Contract, section 1.2 Supplies and/or Services Required states that all Vendors will be expected to provide the following deliverables and milestones:

Online Courses: Using templates listed in Exhibit A, submit a listing of courses, that includes the course type (e.g., core, AP, credit recovery), grade level(s) covered, the Illinois State Course Catalog Code, a description of the course, and length of course for inclusion on course catalog site.

Where can we find Exhibit A? We did not find it included in any of the BidBuy file attachments for this bid.

ANSWER: Attachment A: Course Catalog Template has been uploaded in Bid Buy.
