About this file

This is a Questions and Answers document for an Invitation for Bid (IFB) issued by the Illinois Department of Innovation & Technology (DoIT) for Atlassian Software Licenses and Maintenance. The contract will establish a five-year Joint Purchase Master Contract (JPMC) available to DoIT, governmental units, and qualified not-for-profit agencies to purchase both new and renewal Atlassian software licenses on an as-needed basis. The contract requires vendors to remain authorized Atlassian resellers throughout the contract term.

The pricing structure requires vendors to quote prices for multiple user tiers (500, 1000, and 2000 users) for products such as Confluence Data Center, though quantities listed in BidBuy are for evaluation purposes only and do not reflect actual orders. Prices must remain fixed for the duration of the contract, with potential adjustments based on the Consumer Price Index. Required bid submissions include a signed contract, completed offer with authorized signature, and Vendor Disclosure or IPG Active Registered Vendor Disclosure. Each purchasing agency will need to provide their own SEN number or complete the set-up process when placing orders.

JPMC IFB Atlassian Tools Licenses FY25 - FY29 BidBuy # 25-448DOIT-APP44-B-46368 Questions and Answers – 2/4/2025

1) Question: In reference to subject solicitation, I just wanted to inquire that, if this opportunity is for renewal or for new licenses.

Answer: While there will likely be orders for the renewal of licenses, there may also be new licensing ordered off this contract. This solicitation is to establish a multi-year, Joint Purchase Master Contract (JPMC) to enable DoIT, governmental units, and qualified not-for-profit agencies to purchase Atlassian Software Licenses and Maintenance on an as needed basis during the contract period. Please note that prices will need to be quoted for any future order against this contract. Quantities listed in BidBuy are for evaluation purposes only and do not reflect an actual potential order.

2) Question: Is this a renewal and if so do you have the SEN #s?

Answer: Each purchasing agency would need to provide their SEN number or go through the set-up process. Please note that prices will need to be quoted for any future order against this contract. Quantities listed in BidBuy are for evaluation purposes only and do not reflect an actual potential order.

3) Question: Are the Atlassian product licenses new or a renewal? If this is a renewal, could you provide the technical POC and SEN for reference?

Answer: The resulting contract will be available to DoIT, governmental units, and qualified not-for-profit agencies for purchasing renewals and new licensing. Each purchasing agency would need to provide their SEN number or go through the set up process.

4) Question: We noticed multiple user tiers listed in the bid document for the same product (e.g., Confluence Data Center – 500, 1000, and 2000 User Tiers). Could you confirm whether all tiers will be ordered, or only a specific tier?

Answer: Pricing is being requested for multiple tiers to provide DoIT, governmental units, and qualified not-for-profit agencies the best pricing options to meet their needs and do not reflect an actual potential order.

5) Question: In the Pricing UOM, the number of users mentioned is always 2000 while it should be on tier basis e.g 500, 1000 etc. Could you please clarify in that case how the pricing will be mentioned?

Answer: Quantities listed in BidBuy are for evaluation purposes only and do not reflect an actual potential order. Please quote the each price for the respective tier.

6) Question: Apart from the following required uploads, is there anything else we need to submit?

· Signed Contract (Upload required)

· Offer to the State of Illinois (Completed offer with authorized signature)

· Vendor Disclosure or IPG Active Registered Vendor Disclosure (Failure to upload results in disqualification)

Answer: No other documents are required to be uploaded for the bid to be considered. However, please note that per section 1.4.1. of the contract; Vendor shall remain authorized to resell and deliver Atlassian products and/or services on behalf of the manufacturer during the term of this contract.

7) Question: Since the contract appears to be for five years, does the state require fixed license pricing that remains firm for the entire duration of the contract?

Answer: Yes, however there is opportunity for economic adjustments based on the Consumer Price Index, please see section 2.3 of the contract.
