About this file
This is a question and answer document from vendors regarding an Illinois Department of Transportation (IDOT) District 2 contract opportunity for first aid kit and eye wash station services. The document addresses nine vendor questions about a new contract that requires quarterly (90-day) inspections and maintenance services at 19 maintenance facilities, with service hours being Monday through Friday from 7:00 AM to 3:30 PM. The services must be coordinated a week in advance, and no after-hours visits are required. The contract requires adherence to OSHA checklists for first aid kits and monitoring of expiration dates.
The document clarifies that there is no previous contract or incumbent vendor. Equipment replacement costs depend on the cause of damage, with defective materials being covered under warranty and damage caused by IDOT being their responsibility. Service tracking will be managed through invoices processed through the safety office. The contractor must respond quickly to critical issues like eye wash station malfunctions, providing temporary solutions to maintain OSHA compliance. There are no specific scheduling requirements beyond the 90-day service interval, and no special logistical concerns were noted for remote locations beyond standard coordination requirements.

B-46166 Vendor Asked Questions:
1. Was this awarded before? If so, could you provide the amount awarded and the previous awardee?
This is a brand new contract and we have never had this previously so there is no other awardee or costs.
2. Are there any specific windows or timeframes during the year when service visits should be scheduled to avoid conflicts with holidays, weather conditions, or other operational needs?
Scheduled visits are not locked into specific dates except that they must be at least every 90 days to ensure compliance with requirements. Our maintenance yards are open Monday through Friday from 7 am until 330 PM and coordination the week prior as to date/time should be sufficient and we will let you know if a proposed date would have an issue.
3. Is there any flexibility in service timing if certain yards require after-hours visits to minimize disruption to operations?
No after hour visits would be required and the times/days available are listed in #1 above.
4. Is there a specific checklist or additional criteria beyond the general inspection requirements (e.g., ensuring that all items are within expiration dates) that the service provider should adhere to when inspecting the first aid stations?
The checklist for items should be the required OSHA checklist for the first aid kit and then as you stated expiration dates. I would also state that if after say 1-2 visits there seems to be a specific item that is being exhausted maybe we increase the quantity to ensure they do not exhaust that item.
5. If a critical issue is discovered during an inspection (e.g., an eye wash station malfunction), what is the expected response time for repairs or replacements?
If there is an issue with say eye wash station, then it should be repaired/replaced within a quick timeframe with placing a temporary station in place with bottles until the new one is in place to ensure we remain in compliance with OSHA requirements.
6. If any equipment (e.g., eyewash station components) is found to be damaged or expired, who is responsible for the replacement costs? Does the contractor need prior approval for equipment replacement, or is it automatically covered under the contract?
Depends on the reason for the damage, if it is defective or a material flaw then that should be covered under the one that was already purchased. If it is our fault that one is damaged then we would incur the cost of replacement.
7. Is there an expected timeframe for completing services at all 19 yards in each cycle? Should visits to multiple yards be scheduled on consecutive days, or is there flexibility to schedule visits spread across weeks?
No specific schedule just every 90 days
8. How should the contractor handle tracking services across the 19 maintenance yards to ensure all locations are serviced on time and accurately? Is there a preferred tracking tool or software for managing these records?
This can be tracked and monitored by invoices that would be required from the visits based on the required re-stock of supplies through our safety office.
9. For the more remote maintenance yards, are there any special logistical concerns the contractor should consider when planning service visits (e.g., travel time, access to facilities, or additional safety measures)?
Already stated times and days in question #1 above. I do not see any other concern as long as there is pre-coordination with the maintenance yard as to the date/time.
