About this file

This document contains questions and answers related to a Joint Purchase Master Contract (JPMC) solicitation issued by the Illinois Department of Central Management Services (CMS) for the procurement of casual footwear over a 4-year term. The solicitation allows for the purchase of shoes, slippers, and athletic/sportsman type boots and shoes, with no guaranteed quantities, to be delivered to various locations within Illinois. Bids are due by September 10, 2024, and the contract is expected to have an effective date of March 31, 2025 or upon final execution, whichever is later. The solicitation contains a 3% Business Enterprise for Minorities, Women, and Persons with Disabilities (BEP) participation goal, but no Veteran Small Business (VSB) goal. A Pre-Bid Conference will be held on August 27, 2024 to provide an overview of the BEP and VSBP goals and utilization plan process.

The resulting contract may be partially or fully funded with federal funds and includes set-aside provisions for BEP and MBE certified vendors. The solicitation provides detailed pricing and economic adjustment terms, allowing for one price increase per 12-month period based on the Producer Price Index for rubber and plastics footwear. No specific details are given regarding incumbent vendors, award values, or budget ranges.

Questions and Answers #1

Q1 I noticed there is a BEP goal. We are MWBE certified and recently got paid out on a quote for work boots, but it still needs to be added to our NIGP codes. If we reach out to get it added to our codes, can we bid alone? We are also reaching out to the listed vendors who already have the code added to their vendor profiles to see if they want to partner on this bid.

A1 Answer: In order to fulfill the BEP goal on this solicitation, a prime vendor must be registered in the NIGP codes listed in the solicitation, if they are self-fulfilling the goal. If a prime vendor is using a subcontractor, their subcontractor must be registered in one of the NIGP codes listed in the solicitation.
