About this file
This document contains Questions and Answers related to Invitation for Bid (IFB) B-43609 issued by the Illinois Department of Central Management Services (CMS) for the procurement of ballasts for fluorescent, high-intensity discharge (HID), and light-emitting diode (LED) lighting. The contract will enable governmental units and qualified not-for-profit agencies in Illinois to purchase ballasts on an as-needed basis over an initial five-year term, with the potential for up to ten years total. A pre-bid conference was held on November 13, 2024 to discuss the solicitation requirements, and the IFB includes a 3% goal for the participation of certified Business Enterprise Program (BEP) vendors.
The IFB requires bidders to provide pricing as a percentage discount off the Manufacturer's Suggested Retail Price (MSRP) for each catalog line item, and allows them to request economic adjustments to the MSRP no more than annually. There is no specified minimum order quantity, and the awarded vendor is expected to fulfill all orders received by ordering entities regardless of the quantity ordered.

Questions and Answers
November 20, 2024
Q1 Why does the Pre-Bid Conference information sheet indicate a 0% BEP Goal?
A1 This was an error. Please See Section A.21 of the IFB attached in BidBuy that indicates that the Business Enterprise Program (BEP) Goal is 3%.
Q2 How does the State handle minimum orders as delivering one ballast will be more difficult than sending them in bigger quantities?
A2 There are no specified minimum orders, and the awarded vendor is expected to fulfill all orders received by ordering entities regardless of the quantity ordered. If an ordering entity asks for one ballast to be delivered, the awarded vendor is expected to fulfill that order.
Q3 How does this request for ballasts overlap with the State of Illinois legislation on fluorescent lamps?
A3 Per Section 1.2.2 of the contract, ballasts supplied under this contract shall meet the following standards: Provide energy savings installation in accordance with Federal Energy Policy Act of 2005 and all applicable State and Federal rules, regulations, directives, standards, ordinances, and laws, in effect or promulgated during the term of the Contract.
