About this file

This document is a Questions and Answers (Q&A) document related to an Invitation for Bid (IFB) issued by the Illinois Department of Central Management Services (CMS) to establish a Joint Purchase Master Contract (JPMC) for the procurement of Police Supplies. The purpose of the contract is to enable governmental units with a law enforcement component to purchase various police-related equipment and supplies, such as clothing, gloves, first aid items, cameras, lighting, and other safety and security goods. The contract term is for an initial six (6) years, with the total term not to exceed ten (10) years. Vendors are required to submit bids through the BidBuy online procurement system by August 13, 2024. A pre-bid conference will be held on July 30, 2024 to provide an overview of the solicitation requirements.

The Q&A document addresses questions regarding the use of brand name items and allowance of alternate products. It clarifies that if a line item specifies a brand name only, that brand name is the only one allowed, but if "or equivalent" is stated, then an alternate model must be specified and additional documentation may be required. The contract has a 2% Business Enterprise for Minorities, Women, and Persons with Disabilities (BEP) utilization goal, but no Veteran Small Business (VSBP) goal. The State intends to award a single contract to the lowest responsive and responsible bidder, but reserves the right to award by line item.

Date: 08/05/204

Q1 If a line item has a brand name listed, are we allowed to provide an alternate item?

A1 If it specifies the brand name only, that brand name is all that is allowed. If it specifies “…or equivalent”, the alternate model must be specified in the Alternate Description field and additional documentation may be needed that supports its equivalency.

Q2 Are the new items listed in BidBuy all brand name only?

A2 If the item indicates a brand name only then no alternatives will be accepted.
