About this file

This document is an Emergency Purchase Extension Approval for the State of Illinois Chief Procurement Office for General Services. The State of Illinois Central Management Services (CMS) Bureau of Strategic Sourcing is requesting a contract extension for an Emergency Joint Purchase Master Contract (JPMC) for Fingerprinting & Photo ID Services. The original emergency contract covered photo identification, live scan, and ink fingerprinting services available to state agencies, local government units, and qualified non-profit agencies. The extension will allow continuation of these critical services through a simplified purchasing process during the time required to competitively re-bid the contract.

The original emergency contract was set to expire on June 27, 2024, but CMS is requesting a 90-day extension to September 25, 2024 to prevent disruption in state services. There was an 8% Business Enterprise Program (BEP) goal on the original contract that could not be met due to the emergency timeframe, but this extension will allow CMS to address that goal. A competitive re-bid for these services is in process, with plans to post the solicitation by May 10, 2024. Denial of the extension would leave the state without these fingerprinting services until the new contract is in place, causing serious disruption to critical state functions.
