About this file

This document is a Sole Source Justification Form prepared by the Illinois Department of Central Management Services (CMS) for a parking services contract. CMS is conducting a sole source procurement for up to 85 parking spaces within a 2-3 block radius of 160 N. LaSalle in Chicago for state-paid and employee-paid parking. The selected vendor, Interpark LLC, will guarantee a monthly rate for the state-paid parking spaces and make employee-paid parking available at a defined contract rate. The contract term is from May 31, 2024 to June 1, 2025 with no renewal options, and the estimated value of the initial term is $675,000. CMS has previously solicited competitive bids across 4 identified zones but received no bids or only bids for specific zones, necessitating this sole source procurement.

The sole source justification is based on the need for parking capacity within a specific proximity to the 160 N. LaSalle location and the expiration of the current contract CMS704046A3 on May 30, 2024. The parking services will be available to all governmental units as defined in the contract. This sole source procurement is open to all qualified vendors, but the contract will be awarded to Interpark LLC as the sole source provider. There are no set-aside designations or restrictions on the types of organizations that can respond. The current incumbent vendor is Interpark LLC, and the contract will require integration with existing parking infrastructure and technology.
