About this file

This document is an amendment to an Invitation for Bid (IFB) issued by the Illinois Department of Juvenile Justice (IDJJ) for two non-invasive full body scanner systems to be used in Illinois Youth Center facilities. The IFB provides details on the technical requirements for the systems, including the need for 24/7 technical support, field inspections, and preventive maintenance for a period of 8 years total. The IFB also clarifies that the two systems do not need to communicate with each other and that unlimited scans are expected for a single youth at any given time, with the results needed in real-time.

The IFB does not require the vendor's software to be integrated with the Department's system. Pricing terms, set-asides, incumbent information, funding sources, and other salient details are not provided in the amendment. The amendment focuses solely on responding to specific questions raised by potential bidders regarding the technical requirements and warranty coverage for the full body scanner systems.

IDJJ Full Body Scanner System IFB: Amendment #1 – Questions and Answers Bid #B-42906

Question #1: You should ask if they wish to connect the two units to communicate.

Answer: The two units do not need to communicate.

Question #2: If a single detainee can be scanned by each unit within the same year, they should connect with our DCMS software. This will add to the cost.

Answer: Unlimited scans are expected for a single youth at any given day and time. The results need in real time. Networking with the Vendor’s software is not an option at this time.

Question #3:

1.2.5. Vendor shall provide technical support, field inspections, and maintenance updates of the two full body scanner systems for 8 years.

Here is my question. Is this statement asking for these items to be separated from the additional years of warranty? These items are covered under warranty. Is this a request for 8 additional years of warranty coverage for each system?

Answer: IDJJ prefers eight (8) years as a baseline, not 8 additional years, 8 years total.

Question #4:

1.2.6 The warranty includes all 24/7 technical support, travel, hardware, and software expenses. This also includes yearly field inspections and preventive maintenance for eight years.

Here is my second question. These items are all covered under the extended or additional years of warranty. Are you asking for 8 years of extended warranty for each system?

Statement;

I have had discussions with the service department, and we just want to be sure we understand these two questions correctly. If there is another way of asking it that makes more sense at your end an explanation would be helpful.

If the purpose of the questions is to be certain that the items in both questions are covered. We would like to be sure when we explain that these items are covered under warranty and would be covered for 8 years on each system if they are maintained under a warranty contract.

Answer: 8 years total for all systems.
