About this file

This document is an Addendum for the Illinois Work Zone Activity Data Program Request for Proposal (RFP) Rebid, identified as B-42615 / 24-BSPE-R-199727. The Agency is seeking to develop a WZDX-compliant data feed and establish a framework for the Illinois Department of Transportation (IDOT) and stakeholders to fill data gaps needed to enhance work zone safety. The RFP response deadline has been extended to June 17, 2024, at 1:30 PM.

The pricing form lists a total number of hours to provide an expected level of effort and to allow comparison of multiple proposals. Payments will be made per work order as work is completed, in line with the approved work plan. A 25% Disadvantaged Business Enterprise (DBE) goal has been set, and vendors must complete the required DBE forms. The standard State of Illinois contract terms and conditions are provided as a link in the Addendum.

Illinois Work Zone Activity Data Program – RFP ReBid

B-42615 / 24-BSPE-R-199727

Addendum #1 Response to Offeror’s Questions to RFP Below are the responses to the questions that the Agency received regarding this RFP:

1. Is it correct that “24-494DOT-FINAD-B-42615” is the replacement for “24-494DOT-FINAD-B-40850” and the latter is no longer valid?

Response: Yes, 24-494DOT-FINAD-B-42615 is the current and correct solicitation published.

2. The pricing form lists a total number of hours at the bottom. What is the intent of that listing?

Response: The intent of the total number of hours listed is to provide an expected level of effort, and to provide a normalizing figure to be able to compare multiple proposals. Vendors are expected to distribute hours in the pricing table as they estimate is necessary.

3. Can the department provide clarification on payment terms for this solicitation and specifically if payments are tied to the Pricing form tasks as 11 milestone payments? If not, can invoicing and payment terms be further clarified?

Response: The intent is to pay per work order as work is completed in line with the work plan approved after contract execution.

4. Is a link to the specific contract terms and conditions available?

· This link https://cpo-general.illinois.gov/solicitation-and-contract-templates.html, did not seem to isolate those key documents for this contract.

Response: Here is the direct link to the Contract terms and conditions - https://cpo-general.illinois.gov/content/dam/soi/en/web/cpo-general/documents/standard-terms-and-conditions.pdf

5. Based on the previous advertisement title and this one relative to forms, is 25% formal the DBE goal?

Response: Yes, there is a 25% DBE goal, please reference BOBS 2574 and BOBs 2575 that is attached in Bidbuy, these forms must be completed and submitted.

6. Is a time extension to the submittal date likely or being considered? With these types of questions, the posting of answers within only 10 days of submittal may be challenging.

Response: Bid Opening date has been extended, bid opening date is now June 17, 2024, at 1:30 PM.
