20. 1.2.2.7.8 limits fair competition so can the replaceable battery specifications be removed?

No

21. “Drive by units” is a term that is antiquated in the electronic monitoring industry. We ask that this term is removed from this RFP.

No

22. 1.2.1.2 states that “The Vendor shall possess and prove an experienced project team with appropriate skills to successfully implement and support the project. The Vendor must appoint a project manager who will be located in Illinois and whose dedicated workload will be the Illinois Department of Juvenile Justice (IDJJ).” Is this dedicated project manager also able to work on other Illinois clients or must his/her workload be restricted to IDJJ only?

Doesn’t have to be exclusive to IDJJ.

23. 1.2.3.7.2 states: “GHMU must be able to monitor up to 35 individuals through the monitoring center.” Since this specification is written for a particular Vendor, could the IL DJJ please remove this requirement?

This language refers to group home units that is a type of equipment we may need in certain situations.

24. 1.2.5.2 states: “installer and monitoring staff shall confirm that the equipment is working properly prior to the installer leaving the home. Vendor shall confirm each new hook-up notifying the PCCC immediately after the installation is completed or upon the first entry into range if the home monitoring is installed prior to the client being released.”

a. Considering these are home installations, what is the distance average travelled between installation locations?

Depends on how the technicians are assigned. I assume regionally. We have youth statewide.

25. Responses to vendor questions greatly affect each proposer’s ability to develop custom solutions and cost-effective pricing. Will IL DJJ please extend the proposal deadline to ten

(10) business days after publishing answers to allow vendors adequate time to draft their responses?

Please check BidBuy’s Bid #B-42592 for the Bid Amendment.

26. We have found that sometimes, perhaps because proposers do not ask a question clearly enough, the answers are unclear. Upon release of the IL DJJ’s initial answers to questions, will proposers be permitted to ask additional clarification questions if they do not fully understand the initial answers?

Same as above.

27. Answers to questions and amendments are essential to the preparation and submission of vendor proposals. Direct and electronic communications

39. Can you please describe how the current vendor provides the “interface” with PCCC?

Direct contact through cell, email, and data system

40. IFB 1.2.2.2.3 indicates that the agency’s preference for the GPS units to either have a beacon or a home monitoring unit. Does the current vendor provide beacons or home monitoring units for each GPS bracelet and if so, are the beacons and/or home monitoring units used on all youth?

The need for a beacon depends on the type of unit used. Vendor provides all equipment needed.

41. IFB makes several references to two-piece GPS tracking units. Does the current vendor provide two-piece GPS tracking units and if so, what is the make/model for this type of equipment? Also, how many two-piece tracking units are utilized?

Answered above.

Can the Department please confirm that these are currently being utilized by agency personnel and if so, how many units are currently in use/needed for this program?

All available types of equipment should be options to utilize as needed. The needs of our agents and youth will drive what equipment is needed.

44. IFB 1.2.5.2 indicates that the installer and monitoring staff shall confirm that the equipment is working properly prior to the installer leaving the home. This would seem to indicate that the vendor’s installers may be required to install equipment at a participant’s residence. Can the Department confirm that some installations require the vendor’s installer to go to the participant’s residence and if so, how many installs are performed at the residence on a weekly basis?

Yes, a majority of the installs will be at residences. Average of 5-10

101. Reference IFB item 1.2.2.7.8.1:

The transmitter shall be capable of sending a signal indicating that a low transmitter battery condition exists, a minimum of seventy-two (72) hours prior to battery failure.

a. Contemporary GPS solutions generally have a maximum battery life of 24 to 72 hours. A Transmitter Low Battery (TLB) notification at 72 hours would have the unit in a constant state of TLB. Will the State please remove the 72 hour requirement and revise this specification to allow vendors to describe how their TLB notifications work? Please see revised IFB copy.

102. Reference IFB item 1.2.2.8.15:

For Passive GPS two-piece unit, the GPS receiver must be capable of storing youth movement information for a minimum of 24 hours and upload information to Vendor's server, via landline, when placed in the Residence Interface Unit which also serves as a battery recharger. This interface unit should have its own modem capabilities.

a. The State’s request for a passive GPS two-piece monitoring unit is for outdated equipment offered as legacy products from electronic monitoring vendors. In the interest of providing the most modern technology available to supervise clients, please consider removing this specification.

b. The State’s request for a group home monitoring unit is for outdated equipment offered as legacy products from electronic monitoring vendors. 105. Reference IFB item 1.2.17.8:

Data Retention - Vendor must store Agency's tracking data permanently with multiple redundancies and transaction records for fast retrieval. The data must be made available to Agency within 48 hours of request, even after contract termination. The information must be available in a standard transaction file format at no charge to the Agency.

a. Requiring vendors to store Agency data after contract termination indefinitely creates an excessive cost burden on vendors. Consistent with software as a service (SaaS) industry standards, please revise this requirement so that the State is responsible for State data once the contract is terminated. Please see revised IFB copy.

The Agency must be notified of ALL planned outages and must give approval to any outage outside the scheduled change window. The Vendor must provide monthly uptime reports to the Agency for all components of the system.

a. Please confirm this requirement applies to actual periods of scheduled downtime and not routine system updates with zero downtime? Scheduled downtime

107. Reference IFB item 1.3.3.1:

Within 30 days of execution of the contract, a Data Transition Plan will be submitted to IDJJ for review.

a. Please confirm this requirement applies to new vendors and not the incumbent provider. Applies to all vendors.

108. Reference IFB item 1.2.5.1:

The Vendor shall ensure new hookups are completed within 24 hours of notification by IDJJ. IDJJ is responsible for notification to the PCCC of new hookups by noon to ensure installation is completed by the next day. The PCCC will in turn notify the Vendor. Notification shall consist of the name; address and time for hook up.

a. For standard new hookups, will the State allow vendors to complete the hookup within 48 hours as is consistent with current State protocol, with the expectation that emergency/urgent cases will be completed within 24 hours of notification? Please see revised IFB copy.
