State of Illinois Illinois Emergency Management Agency and Office of Homeland Security GEMS Facility UPS Units R-193359 / B-40286 Vendor Questions and Agency Answers

Question: Does IEMA expect a vendor to have ‘on site’ clearance to do the installs prior to award, or is this something a vendor will work with IEMA post award to coordinate?

Answer: The vendor must be willing to comply with Constellation nuclear power plant entry requirements, safety rules and regulations, and procedures. They may include, and are not limited to, urinalysis, background review, escorted visitor/contractor requirements, and vehicle search. These clearance requirements will be coordinated after award.

Question: Please confirm specific address or zip codes for sites where the 3 startup services will be needed. Section 1.2 mentions 4 locations (Quad Cities, Dresden, Clinton, Byron).

Answer: Services will only be required at the following locations:

Quad Cities Nuclear Power Station 22710 206th Avenue North Cordova, IL 61242

Dresden Nuclear Power Station 6500 North Dresden Road Morris, IL 60450

Clinton Nuclear Power Station 8401 Power Road Clinton, IL 61727

The IFB has been updated to remove the reference to the Byron Nuclear Power Station. Please find the revised document attached to the solicitation.

Question: What are the requirements for entry by the technician? Are there typically training and security checks that take place?

Answer: There are no special (time consuming) objectives that the vendor has to complete prior to gaining access to the plant as our personnel will be escorting them. They will just need to submit some personal information (Driver License #, SSN, phone, address, etc.) and possibly vehicle information, if required to bring one inside the protected area of the facility. They will of course have to conform to Constellation’s rules/policies while on site…no drugs/alcohol/weapons/explosives, safety, etc.
