About this file

This document is an Invitation for Bid (IFB) for a Matrice 350 RTK Drone issued by the Illinois Department of Transportation (IDOT). The IFB requires the delivery of a Matrice 350 RTK drone, including user manuals and manufacturer-authorized aftercare/support through the equipment warranty period. IDOT does not require physical in-person training but requests written user manuals and a vendor point of contact to assist with equipment-related questions and support. The IFB does not specify a timeline for the delivery of the equipment.

The IFB does not mention any pricing terms, set-asides, incumbents, funding requirements or sources, or other salient commercial information. It focuses solely on the technical specifications and support requirements for the Matrice 350 RTK drone procurement.

Invitation for Bid (IFB) Matrice 350 RTK Drone

B-39219 Vendor Questions & Answers - Addendum #1

Below are the responses to the questions that the Agency has received regarding this IFB:

1. The bid document lists “(7) drone training”. Can you please clarify this part? Is this 7 days of training? If so, will this be 7 separate one day training sessions? 7 days of continuous training at one location? Will the training be at the same location, or will it be 7 different locations?

Response: IDOT does not require physical in-person training to accompany delivery of this UAS equipment but does require written user manuals on the full package of equipment being provided, including the UAS, and all cameras, batteries, and ancillary items necessary to operate the device. IDOT also requires manufacturer authorized aftercare/support through the equipment warranty period. Upon delivery of the equipment, we would need to be provided a vendor point of contact to assist in items including, but not limited to, questions regarding warranties, repairs, breakage, battery replacements, equipment firmware upgrades (if necessary), and general IT support.

2. How many people will need trained? And if there are multiple locations how many people per location approximately?

Response: Please see response above.

3. Will each person that attends the training be receiving (1) 8 hours’ worth of training?

Response: Please see response above.

4. What is the overall experience level of the pilots that need trained with drones in general? To help answer this question simply answer it with one of 3 choices.

a. Beginner

b. Some level of experience

c. Experienced/advanced

Response: We would note the majority of our Part 107 compliant pilots are at the beginner to some experience level of usage, however training materials should cover all user levels of experience.

5. Based on the answers above, if we feel that more than 7 days of training is required, will the agency allow for more training provided there is no additional cost? No additional cost for services can be requested by the agency as part of this equipment procurement contract.

6. Do you have a timeline for when training needs to start and be completed by?

Response: User manuals and technical support needs mentioned above in lieu of training will be required to be provided upon equipment delivery. IDOT also requires manufacturer authorized aftercare/support through the equipment warranty period.

7. For technical support it states, “Technical support: Phone/email support on the full workflow”. Can you clarify what “Full workflow” is referring to? Is it full workflow of the equipment you are you are purchasing?

Response: For clarification purposes, “on the full workflow” should be taken to mean on the full package of equipment being provided, including all cameras, batteries, and ancillary items requested in the procurement and necessary to operate the device.

8. Under Section 1.2 Supplies and services required it lists (7) snap on bubble levels. Is the bubble level being requested to level the base station and tripod? The reason why I ask is that there are multiple bubble levels built into the tripod that comes with the base station.

Response: Upon review of this requirement, we do not require any bubble level of any type for this procurement.
