About this file

This document is an Addendum containing Questions and Answers related to a Request for Proposal (RFP) issued by the Illinois State Board of Education (ISBE) for the Illinois Licensure Testing System (B-38403). The RFP seeks a contractor to develop, validate, field test, conduct standard setting, administer, and score computer-based licensure content tests and Target Language Proficiency tests for those seeking educator licensure in Illinois. The Addendum addresses questions regarding the scoring criteria for the Commitment to Diversity Answer Sheet, which is worth 60 points out of the total technical points. There is no required minimum number of examples needed to receive the full evaluation points for each requirement in the Commitment to Diversity Answer Sheet.

The Addendum also clarifies that the allotment of points for the Commitment to Diversity is based on a set formula prescribed by the Chief Procurement Office, which calculates the Commitment to Diversity points to be roughly 20% of the total technical points. There are no BEP goals associated with this contract.

New RFP - Illinois Licensure Testing System B-38403

Question and Answer Addendum #3

1) Can you define the scoring criteria for the points associated with each requirement in the Commitment to Diversity Answer Sheet? Given that there are no BEP goals associated with this contract, Section I has a predetermined amount of 5 points. However, there are no associated point allocations for sections II, III, IV, V, and VI, totaling the remaining 55 points available.

ANSWER: The allotment of points for Commitment to Diversity is based on a set formula prescribed by the Chief Procurement Office which calculates the Commitment to Diversity points to be roughly 20% of the total technical points.

2) Regarding sections II, III, and IV of the Commitment to Diversity Answer Sheet:

a) How many examples are needed to receive the full evaluation points associated with each requirement?

b) Requirement II has three response fields associated with the “Subcontracting/Contracting with any WMDB.”

i) Would completing the three provided fields receive the maximum points associated with this requirement? If not, how many responses would be needed to ensure the maximum points are awarded?

ii) Would your response to 2.b.i above be equivalent for the remaining sections (II, III, and IV)? If not, please explain.

ANSWER: There is no required minimum of examples required.
