About this file

This document is an Amendment 1 to an Invitation for Bid (IFB) issued by the Illinois Environmental Protection Agency (IEPA) for a medical sharps collection program. The IFB requires the selected vendor to provide 5-gallon, 16-gallon, 30-gallon, and 55-gallon storage containers, as well as 1 cubic yard boxes, to store collected medical waste at various collection stations. The vendor is responsible for providing the containers and liners, and for picking up the collected waste. The IFB estimates around 2 pickups per month per site, though the exact frequency may vary. Vendors must submit acknowledgement of this Amendment 1, which provides responses to questions raised during the pre-bid conference.

The IFB does not allow for alternative container sizes and requires vendors to bid exactly what is specified. It also does not include a mail-back program option. Pricing terms, set-asides, incumbents, and funding details are not provided in the amendment. The contract term and any renewal options are also not specified.

Sharps Collection Program IFB Amendment 1 This amendment is to provide questions and answers from the pre-bid conference. Because these questions and answers may materially affect the bid, vendors must sign and return this acknowledgement with your bid.

Vendor acknowledgement of Amendment 1 Vendor signature: ________________________________ Date: ___________

1. What waste is being picked up?

Agency Response: Hypodermic, intravenous, or other medical needles or syringes or other sharps generated by households.

2. What size containers are needed?

Agency Response: The 30-gallon container is pretty standard and the most used. However, the contract requires multiple sizes for variance depending on the needs of each collection site.

3. How often and how many pickups per month?

Agency Response: IEPA estimates around 2 pickups per month per site. However, each site will vary and it could be more or less depending on the location size.

4. Is the vendor responsible for providing the containers or does the vendor just need to pick them up?

Agency Response: The Vendor is responsible for providing the containers and liners for the containers, as well as picking up the containers.

Section 1.2.4.1. of the IFB has been revised to include the liners for the containers.

1.2.4.1 5-gallon, 16-gallon, 30-gallon, and 55-gallon storage containers, and 1 cubic yard boxes, as needed, to store collected wastes at the sharps collection stations. All containers must come with liners.

5. Is the Agency interested in a mail back program for containers?

Agency Response: No

6. Is this a full service operation or does the site operator remove sharps and put them into containers?

Agency Response: It is not a full service operation but IEPA does expect the Vendor to include protective equipment for employees of the collection location.

7. Is the vendor responsible for providing all of the sizes of containers listed?

Agency Response: Yes. The Vendor must be able to provide all sizes listed in the bid.

8. Regarding the 1 cubic yard boxes, I’m not familiar with it. Can you explain what it is? Can we provide an alternative equal size if we cannot find 1 cubic yard boxes?

Agency Response: IEPA doesn’t expect this size will be used often. However, it does need to be an option included within the contract. This bid does not allow for alternates. Vendors must bid exactly what is asked for or the vendor will be considered non-responsive.
