About this file

This document is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services. It describes an emergency contract for Terabyte Holdings, LLC dba Consolidated Call Center Services to operate the State of Illinois Directory Assistance and Informational Services for state users. This emergency is necessary to prevent or minimize serious disruption in critical state services that affect health, safety, or collection of substantial state revenues. The expected start date is June 1, 2022 and the expected end date is August 29, 2022, with an estimated expenditure of $140,000. Terabyte Holdings was selected as the vendor due to their existing contract and experience providing these services, which would allow for a faster implementation compared to bringing on a new vendor.

The funding for this emergency purchase will come from state appropriated funds. Terabyte Holdings was originally selected through a competitive bid process and has a history of successful contract negotiations with the state. Bringing on a new vendor would require significant time and effort to re-establish the administrative review process, financial disclosures, and BEP utilization plan, which the state wants to avoid during this emergency situation.
