About this file
This document is a set of vendor questions and answers related to a competitive solicitation issued by the Illinois Department of Transportation (IDOT) for parts washers/recyclers in Districts 1-3. The solicitation seeks bids for the supply and service of these items over a 4-year period. IDOT does not guarantee the quantities of service calls listed in the pricing tables and will not pay a service fee if the actual number of calls is less than estimated. The solicitation specifies a 25-gallon and 8-gallon parts washer, and IDOT has clarified that the 25-gallon capacity is the maximum fill desired. The solicitation requires the cleaning agent to be solvent-based, and IDOT has confirmed this requirement. There are no details provided on pricing terms, set-asides, incumbents, funding sources, or other salient commercial information.

Vendor Questions and Answers
1. Will IDOT guarantee the number of services listed for each line item over the 4 year period? If service is not required for a leased machine at the quantities listed, there will be a lease fee at ½ the cost of the service fee.
IDOT Answer: Please see Section 2.1.1 of the contract as outlined below. IDOT does not guarantee the number of service calls over a 4-year period and will not pay a service fee. The numbers are for estimated purposes only to evaluate bids.
2.1.1 The quantities listed in each Pricing Table (Section 2.1.4) are estimated based on a 4-year expected usage. They are listed for information and to facilitate a comparison of bids. They are not a guarantee of the quantities that will be needed during the contract period, which may be more or less than the estimates.
2. Section 1.2.5(b) states that Safety Data Sheets for solvent must be delivered, however, Section 1 .2.5(c) states that the cleaning agent must be non-toxic and biodegradable.
Solvent is not biodegradable, however, aqueous solution is biodegradable. Does IDOT want solvent or aqueous solution?
IDOT Answer: Solvent
3. Could you please provide the current model numbers that IDOT is currently utilizing?
IDOT Answer: 90.5 Aqueous Parts Washer
4. Could you please verify the 25 gallon and 8 gallon solvent quantities are the minimum amount of gallons in each machine? From our experience servicing IDOT, we believe the minimum should be 18 gallons and 8 gallons.
IDOT Answer: 8 gallon and 25 gallon as specified are what is requested. 25 gallon is the MAX fill on the current machines and MAX fill is desired for D3. Therefore, the machine must at least hold the 25 gallons as indicated in the specifications.
