About this file

This document is a response to questions regarding an Invitation for Bid (IFB) issued by the Illinois Department of Public Health for the procurement of HIV Risk Reduction Supplies. The IFB is for a 3-year term with an option to renew up to 7 additional years. The IFB seeks bids for various condom sizes and lubricant sachets, with specific requirements around condom length, material composition, and lubricant sachet size. The ordering frequency is expected to be quarterly with an average volume of 450 boxes per shipment, to be delivered to a single location.

The pricing for the 7 optional renewal periods is expected to be the same as the initial 3-year term, unless agreed upon by both parties at the time of renewal. The IFB does not allow for substitution of smaller lubricant sachets, but does allow for polyurethane or polyisoprene condoms as an acceptable alternative to the specified polyurethane condoms. The IFB also clarifies that small condom sizes up to 180mm in length will be acceptable.

Illinois Department of Health HIV Risk Reductions Supplies RFP - 22-482DPH-HLTHP-B-28158 Question and Answers Response 1

1) The specification for the small condom size length (maximum 6.5 inches or 165mm) is significantly smaller than the snug condoms most readily available (minimum 180 mm). Is this intentional?

Answer:

A maximum length of 180 mm will be acceptable for small size condoms.

2) The non-latex condom is specified to be made of polyurethane. Most non-latex condoms are made of polyisoprene. Was the choice of polyurethane intentional? Is a substitute acceptable here?

Answer:

Polyurethane or Polyisoprene condoms are acceptable.

3) Could you please provide additional information regarding anticipated ordering frequency and typical order size per ship-to destination on average (i.e. 2 cases each to 100 locations on a weekly basis vs. 200 cases to a single location on a quarterly basis)?

Answer:

Ordering is expected to occur quarterly delivered to a single location with an average volume of 450 boxes per shipment.

4) Would a larger quantity of a smaller-size lubricant sachet that comprises a comparable total lubricant amount be an acceptable substitute item for potential consideration (for example, as a substitute for a 10ml sachet, bidding a larger quantity of smaller-size sachets that is comparable to the total amount of lubricant)?

Answer:

Substitution of smaller size lubricant sachets is NOT acceptable.

5) Could you please clarify what is expected as a response to Item #8 (with the following description: "7, optional, renewal years. Enter price as a total of the 7 optional renewal periods using the same rates listed on the previous lines”)?

Answer:

The renewal period pricing shall be the same price as the initial term unless agreed upon by both parties at the time of renewal. For the purposes of pricing, please use the initial term annual price x 7 years for the optional renewal period.

6) Sizings listed (small, large, XL) do not represent a typical range of condom size options (snug, standard, large/XL). Is this intentional?

Answer:

Naming conventions vary across manufacturers. Please adhere to the width and length dimensions specified in the Condom Size Chart in section 1.2.7. The exception to this chart is that Small size condom lengths up to 7 inches or 180mm will be acceptable.
