About this file
This document is an Emergency Purchase Extension form from the State of Illinois Chief Procurement Office for General Services. It pertains to an emergency contract with the Department of Human Services' Business Enterprise Program for the Blind (BEPB) to provide accounting services. The original emergency contract was awarded to Kerber Eck & Braeckel LLP for a term of 11/29/2021 through 2/26/2022 at an estimated cost of $80,000. Due to BEPB staffing issues, the RFP for these services was not completed in time, so the agency is requesting a 9-month extension of the emergency contract from 2/27/2022 through 11/30/2022 at an estimated cost of $240,000. The extension is necessary to bridge the gap until the competitive RFP process can be completed.
The funding for this extension will come from federal funds. The CPO has approved the extension but limited it to a 4-month term instead of the 9 months requested. This will allow time for the competitive RFP to be evaluated and a new contract awarded.

Describe the scope of the original emergency (supply, service, etc.):
Vendor to provide accounting services for the Business Enterprise Program for the Blind (BEPB). BEPB must be able to secure accounting services to comply with federal mandates for participants of the program. Kerber, Eck & Braeckel LLC will work with blind vendors to ensure compliance with all financial record requirements as well as program federal reporting.
Describe the scope of the extension (supply, service, etc.). Show justification for extending the original emergency contract, and explain why the extension need cannot be met through a competitive process:
Due to BEPB staffing issues, the RFP was not completed in time and an emergency procurement was approved (22-444DHS-REHAB- P-31872) for term of 11/29/2021 through 2/26/2022. The RFP has been published on BidBuy via Bid-26926 which opens 2/17/2022.
Because the current 3 month emergency expires 2/26/22, one week is not long enough to evaluate and award bids. Therefore DHS is requesting a nine month extension to bridge the gap.
Was authorization to proceed verbally given? No Yes NA
Term of emergency procurement shall not exceed 90 days. Contract may be extended beyond 90 days if CPO determines additional time is necessary; however, prior to execution of extension, CPO must hold a public hearing and provide written determination.
*Estimated end date and cost will be reported later.
