The Army Maintenance Management System-Aviation (TAMMS-A) Spares Statement of Work (SOW) Attachment

This Statement of Work (SOW) covers the issuance, approval, and final disposition reporting for items identified in the contract Technical Data Package (TDP) as requiring TAMMS-A reporting. The contractor shall use the TAMMS-A Maintenance Consolidated Database System

(TAMMS-A/MCDS) web portal at https://tamms-a.redstone.army.mil to generate/print DA

Forms: 2410, 2408-16, and 2408-16-1. The use of the web portal eliminates the requirement for the contractor to mail copies of these forms to AMCOM; it does not eliminate the requirement to ship copies of the required TAMMS-A form with the components/assemblies. Information on accessing the web portal can be found at https://tamms-a.redstone.army.mil.

The TAMMS-A Maintenance Consolidated Database System (TAMMS-A/MCDS) web portal shall be used to generate/print all DA Forms required by the LCF application located on the

TAMMS-A/MCDS web portal. The portal meets DA PAM 738-751 (Functional Users Manual for The Army Maintenance Management System – Aviation (TAMMS-A) requirements for the completion of TAMMS-A forms and assists the contractor/vendor in meeting the TAMMS-A contractual requirements. The use of the TAMMS-A portal only eliminates the requirement for the contractor/vendor to send copies of these forms to AMCOM; it does not eliminate the requirement to package and ship copies of the required TAMMS-A form with the components/assemblies.

If the web portal is unavailable or the contractor currently does not have a TAMMS-A/MCDS account, contact the AMCOM G3, CAMRD, TAMMS-A Customer Support Branch for assistance and or TAMMS-A/MCDS training. Send all requests to usarmy.redstone.amcom.mbx.g3m-snrr@army.mil. Requests should include company name &

POC information, cage code, contract number (DO# if available), and brief description of assistance requested. All inquiries are typically answered within two business days.

For items delivered under this contract, the contractor shall prepare TAMMS-A forms, records, tags, and labels IAW the directions for completion given in DA PAM 738-751. This includes all

TAMMS-A forms and records required for each major assembly and sub-components listed in the LCF application located on the TAMMS-A/MCDS web portal. If the item(s) currently being procured has a later Part Number (PN) than the item listed in the LCF, the contractor shall prepare a DA Form 2410.

When DA Forms 2410, 2408-16, and 2408-16-1 are required IAW DA Pam 738-751, the contractor shall include a copy of the form(s) with each component when shipped. The use of the web portal does not eliminate the requirement to ship copies of the required TAMMS-A form(s) with the component/assembly.

A. Basic forms:

DA Form 2410 (Component Removal/Repair/Install/Gain/Loss Record): A gain copy shall be completed to show a gain to the Army inventory. This form is automatically completed and entered in the TAMMS-A/MCDS program during the Serial Number Reporting Requirements

(SNRR) process when the TAMMS-A/MCDS web portal is used. A duplicate 2410, listing basic component identification information in section II shall be shipped with the item. This duplicate form is available for printing during the SNRR process when the TAMMS-A/MCDS web portal is used. For any TAMMS-A reported item/sub-component shipped as part of a major component/assembly, the Install DA Form 2410 for that sub-component shall be entered into the

TAMMS-A/MCDS and not shipped with the major component/assembly. When SNRR is used the sub-component install DA Form 2410 is automatically generated for the sub-component and inserted into the TAMMS-A/MCDS program. If the TAMMS-A/MCDS web portal is not used, the Installation copy for installed reportable items/sub-components shall be forwarded to

AMCOM in accordance with paragraph three above.

DA Form 2408-16 (Series Forms): Required for any major component/assembly that has

TAMMS-A reporting item/sub-components installed when shipped. All reported item/sub-components will be listed on the DA Form 2408-16. A copy of the form shall be shipped with the major component/assembly when the form is required.

B. Tags and labels

Army contracting officers are responsible for obtaining and providing all blank forms, tags, and labels required to fulfil the TAMMS-A contract requirements IAW Army Regulation (AR) 25-38

Army Printing and Distribution Program (14 July 2021) and DA Pamphlet 25-38 Army Printing and Distribution Procedures (14 June 2021), paragraph 5-11, Forms, tags, and label instructions are listed in DA Pamphlet 738-751 (Functional User’s Manual for The Army Maintenance

Management System – Aviation (TAMMS-A). The contractor shall initiate and complete all required TAMMS-A forms, records, tags, and labels IAW Department of the Army DA

Pamphlet (PAM) 735-751. This includes all TAMMS-A forms and records required for each major assembly component, sub-component, or part listed in the Legitimate Code File (LCF) application located on the web portal entitled, TAMMS-A/MCDS, (Maintenance Consolidated

Database System) at https://tamms-a.redstone.army.mil.

Department of Defense (DD) Form 1574 Serviceable Tag Materiel, and DD Form 1574-1

Serviceable Label-Materiel: The Contractor shall attach a DD Form 1574 to each item and shall affix a DD Form 1574-1 to the shipping container in a manner that prevents weather damage and fading. The DD Form 1574 is a yellow tag that communicates to Soldiers in the field, the intended end user, that the item is serviceable. In addition, this yellow tag serves as a place for the Government to communicate compliance with recent safety messages, giving the end user the ability to reference the safety messages easily and quickly in a field environment if needed.

C. Wide Area Workflow (WAWF)

The WAWF Receiving Report (WAWF RR) is the electronic equivalent of the DD Form 250 for

Government material acceptance and shipping, (See DFARS Appendix F). The TAMMS-A

Customer Support Office use the WAWF RR to validate the contractor has submitted all required

TAMMS-A data, and as a final accounting tool to account for all TAMMS-A data reported against each shipment and again at contract or DO close out. Each WAWF RR shall list the serial numbers of each parent part shipped on the RR.

1. Shipments

For the shipment of each serviceable item requiring TAMMS-A compliance, the contractor shall provide a Government Quality Assurance Representative (QAR) signed copy of the Wide Area

Workflow (WAWF) Receiving Report (RR) listing each parent serial number shipped via email to the TAMMS-A Customer Support Office at usarmy.redstone.amcom.mbx.g3m-snrr@army.mil or as an option the contractor may add the SNRR office email address as an optional email notification in WAWF when creating the DD250. The Contractor shall send the

WAWF RR to the TAMMS-A Customer Support Office within two business days after signature by the Government QAR. The TAMMS-A Customer Support Office will identify discrepancies, if any, within 5 working days after receipt and provide comments to the contractor for correction.

The contractor shall correct identified errors and resubmit to the TAMMS-A Customer Support

Office within 10 working days.

2. Contract Close-out
