About this file
This document is a City Council agenda item from the City of Cocoa, Florida, acting as the lead agency for the Brevard County Public Entity Purchasing Cooperative (BCPEPC), seeking approval to award contracts for water treatment chemicals. The solicitation, identified as Bid B-25-01-BCPEPC, was published on August 2, 2024, with a bid due date of August 27, 2024, and received 12 responses from 496 notified vendors. The awards are for various water treatment chemicals including Quick Lime, Soda Ash, Anhydrous Ammonia, Hydro-fluosilicic Acid, Carbon Dioxide, Ferric Sulfate, and Liquid Oxygen. The contract period is from October 1, 2024, through September 30, 2025, with an option to renew for one-year terms through September 30, 2028.
The total estimated FY 2025 budget for chemicals is $6,821,500, with the recommended vendors selected based on lowest responsive and responsible bids. Notable pricing includes Quick Lime at $518.40 per ton, Soda Ash at $480.00 per ton, and Liquid Oxygen at $0.0721 per pound. The City is requesting authorization for the City Manager to negotiate multi-year contracts and execute purchase orders up to the approved budget amount. A special consideration is the acceptance of a late bid from Linde, Inc. for Liquid Oxygen, as it was the only bid received for that specific chemical. The funding source is operating revenue, and the department seeks flexibility to reassign budget within the chemical supplies account line as needed.
