About this file
This Award Information file pertains to the City of Sandy Springs, Georgia's T9520 Public Safety Building Fiber Project (ITB 23-028), a fiber optic communications network installation connecting a proposed Public Safety Building to existing City facilities including Old City Hall and City Springs. The scope of work encompasses directional drilling and trenching for conduit installations exceeding 50 feet to a minimum depth of 48 inches, single-mode fiber optic cable installation with mule tape and tracer wire, installation of Type 4 and Type 7 pull boxes, fusion splicing at Field Distribution Cabinet units, and installation of new hub cabinets with interconnect centers and patch panels. Bids were due September 29, 2022, at 2:00 p.m. EST via the Bonfire Portal, with a non-mandatory pre-bid conference held on September 8, 2022, at 11:00 a.m. EST. Questions were due September 15, 2022, at 5:00 p.m. through the Bonfire Portal. The contractor must commence work within ten calendar days of the Notice to Proceed and achieve substantial completion within 240 calendar days.
Compensation is structured on a unit-price basis for each hub cabinet installed and each city-furnished hub switch installed, measured only upon complete installation, functionality, and acceptance. A critical prequalification requirement mandates that prime contractors hold Georgia Department of Transportation prequalification for Work Class 935-Fiber Optic System prior to council award. The City provides the hub switch (Ruggedcom RX5000 model or similar); the contractor furnishes all other materials and equipment. The contractor must perform at least 51 percent of work directly and may not sublet remaining work without City approval. Performance and Payment Bonds equal to 100 percent of the total contract price are required upon award. Liquidated damages of $500 per calendar day apply for unexcused delays beyond the 240-day completion window. All work must comply with Georgia Department of Transportation Standard Specifications and use only GDOT-certified suppliers.
