About this file
This is a Staff Report from the City of Alpharetta Public Works Department documenting the award decision for RFP 23-109, Log Cabin Park Stormwater Mitigation Design Services. The RFP was issued on March 2, 2023, with five proposals received on March 30, 2023. The City selected Rummel, Klepper and Kahl, LLP (RK&K) as the awarded consultant to perform comprehensive engineering design services for stormwater management facilities at Log Cabin Park, including HEC-HMS hydrologic modeling, HEC-RAS hydraulic modeling, final design of stormwater management facilities, cost estimation, permitting, and operations and maintenance planning. The project scope also incorporates pedestrian connectivity improvements compliant with ADA standards connecting to Marjean Way and Milton Avenue, including ADA-compliant parking spaces. Design work is anticipated to begin immediately upon contract execution and council approval, with an estimated completion timeline of 32 weeks from the Notice to Proceed. The project addresses nuisance flooding in the downstream Meadow Brooks/Milton Estates neighborhood by capturing and infiltrating stormwater runoff from a Foe Killer Creek tributary flowing through the city-owned property.
The contract award to RK&K is in the amount not to exceed $154,065.00 and is fully budgeted in the current fiscal year capital budget under account SW Pipe and Structure R&M (30241100541430C1308). RK&K ranked highest among the five proposals with a score of 89.33 points, evaluated on design team work plan, project schedule, and staff qualifications (40 percent weight), relevant experience and references (30 percent weight), local vendor preference (3 percent weight), and cost proposal (27 percent weight). Competing proposals included Columbia Engineering at 74.72 points ($163,863.75), Croy Engineering at 72.43 points ($165,740.00), Geosyntec Consultants at 70.80 points ($174,781.00), and Tetra Tech at 51.12 points ($252,873.00). RK&K was selected based on demonstrated experience with similar southeastern projects, including stormwater retrofits in Chattanooga and Gwinnett County, Georgia, and received positive reference feedback regarding project schedule management, innovation, and professionalism.

ITEM DESCRIPTION:
The award of this request for proposals is for design services for one or more stormwater management facilities in a manner that augments the capture and infiltration or storage of stormwater on the Log Cabin Park property. While the primary goal is an increase in overall stormwater capture, the project aesthetics and design will align with the existing community facilities and planned community use. A tributary to Foe Killer Creek flows through the Log Cabin Park and is upstream of the Meadow Brooks/ Milton Estates neighborhood, which suffers from nuisance flooding. The goal is to capture and infiltrate or retain stormwater within the city-owned property in combination with the existing and future park amenities. The Consultant will perform engineering services including, but not limited to, HEC-HMS hydrologic modeling, HEC-RAS hydraulic modeling, final design of one or more stormwater management facilities, cost estimation for construction, permitting, and development of an operations and maintenance plan. The options identified in the assessment will be presented to the city staff and the Consultant will then develop design drawings for the preferred alternative. In addition to the stormwater management facilities, the project design will integrate pedestrian connectivity, compliant with ADA standards, to Marjean Way and Milton Avenue and include ADA-compliant parking spaces.
A scoping document was prepared by the Public Works Department and a request for proposals was issued on March 2nd, 2023. A total of five submissions were received on March 30th, 2023. Staff from the Public Works Department evaluated and scored the proposals based on the designs team work plan / project schedule / staff qualifications (40%),relevant experience / past references (30%),local vendor preference (3%), and cost proposal (27%). The final scoring for the four proposals was:
RK&K 89.33 pts. $154,065.00 Columbia Engineering 74.72 pts. $163,863.75 Croy Engineering 72.43 pts. $165,740.00 Geosyntec Consultants 70.80 pts. $174,781.00 Tetra Tech 51.12 pts. $252,873.00
RK&K is an experienced design firm that has worked on similar elements throughout the Southeast and Georgia, including Heritage Park stormwater retrofit in Chattanooga TN., Shannon Way Submerged Gravel Wetland for Gwinnett County, GA. , Lanier Filter Plant Stormwater Master Plan in Gwinnett County, GA. Staff reached out to references provided and RK&K recieived great remarks regarding project schedule, innovation, and professionalism.
Once a contract Council approval is received and necessary documents executed, design may begin immediately. The anticipated completion date is 32 weeks from notice to proceed. Attached is an exhibit depicting the site and possible improvements. The goal of the project is to provide stormwater enhancements to downstream by detaining as much runof as possible as well as provide pedetrain connectivity to Milton Ave. Specific improvements and elements to the project will come about through the design process.
