About this file
This document is a payment procedures file from the Commonwealth detailing requirements for Automated Clearing House (ACH) payments under state and local contracts. The file establishes that the Commonwealth will process all contract payments through ACH rather than alternative payment methods. Contractors must submit their ACH information within their user profile in the Commonwealth's procurement system (SRM) within 10 days of contract or purchase order award. Additionally, contractors are required to submit a unique invoice number with each invoice submission to facilitate proper payment application and tracking through the state agency's ACH remittance advice.
The document emphasizes the contractor's responsibility to maintain accurate and complete ACH information in the SRM system throughout the contract period. The Commonwealth notifies contractors that failure to keep this information current may result in payment delays. This procedural requirement applies uniformly to all contractors receiving payments from the Commonwealth and is a mandatory condition of contract performance, ensuring efficient processing of state payments and proper invoice reconciliation.
