About this file

This is an Optional Value Add Instructions document from the South Carolina Department of Health and Human Services (SCDHHS) for the Non-Emergency Medical Transportation (NEMT) Coordinator Services contract. The document provides guidance to offerors on proposing enhanced capabilities and innovative services that exceed the minimum contractual requirements outlined in the base contract (ATTM 010). Offerors are invited to submit optional value-added proposals across multiple service areas including member engagement and education, contact center operations, transportation timely access standards, transportation provider credentialing, provider payments, prior authorization processes, scheduling and dispatching software, wait and ride time minimization, complaint handling, website and mobile applications, member database management, and encounter data reporting. These proposals should demonstrate measurable benefits to the NEMT program and operational effectiveness without conflicting with existing contractual obligations. SCDHHS reserves the right to accept, reject, negotiate, or modify any proposed value adds prior to incorporation into the final contract.

The document establishes a structured framework for optional enhancement submissions through a table format that requires offerors to identify the RFP subsection, corresponding contract subsection, a detailed description of the proposed value add, the type of enhancement, and measurable benefits to the program. Pricing terms, set-asides, and specific funding amounts are not addressed in this instructions document, as it functions solely as guidance for value-add proposals rather than a pricing or bid submission template. The final determination of which value adds are incorporated into the selected offeror's contract will be made by SCDHHS following negotiation and clarification to ensure alignment with program goals and operational feasibility.

Instructions While Offerors must demonstrate their ability to meet all requirements outlined in the Contract for Non-Emergency Medical Transportation Coordinator Services (ATTM 010) (“Contract”), this Attachment identifies opportunities for introducing new capabilities, services, or approaches that go beyond the minimum requirements. These Optional Value Adds are intended to enhance program performance, Member experience, and operational effectiveness without conflicting with any contractual obligations.

Offerors should consider innovative solutions that expand functionality, improve service delivery, and create measurable benefits for stakeholders. Examples may include advanced technologies, additional support services, or creative strategies that complement existing processes.

To propose any Optional Value Adds, Offerors must complete this Attachment, which will serve as the basis for any SCDHHS-approved enhancements incorporated into the final Contract. SCDHHS reserves the right to accept, reject, or negotiate any proposed Value Adds and may adjust the selected Offeror’s submitted Attachment to reflect only those enhancements approved by SCDHHS. Prior to incorporation into the final Contract, SCDHHS may engage in negotiation with the selected Offeror to clarify, refine, or modify proposed Value Adds to ensure alignment with program goals and operational feasibility.
