About this file

This is a contract efficiency attachment document issued by the South Carolina Department of Health and Human Services (SCDHHS) for the Non-Emergency Medical Transportation (NEMT) Coordinator Services contract. The attachment outlines optional efficiency improvements and enhancements that offerors may propose to optimize operations, reduce administrative burden, and enhance cost-effectiveness while meeting all minimum requirements specified in the primary Contract for Non-Emergency Medical Transportation Coordinator Services (ATTM 010). Offerors must complete this attachment to propose any efficiency improvements, which will serve as the basis for SCDHHS-approved modifications incorporated into the final contract. SCDHHS reserves the right to accept, reject, or negotiate any proposed efficiencies and may adjust the selected offeror's submission to reflect only those improvements approved by the agency.

The document identifies ten primary areas in which efficiency enhancements and improvements may be proposed, including ongoing member engagement and education, contact center operations, transportation timely access standards, contractor credentialing of transportation providers, payments to transportation providers, prior authorization processes, scheduling and dispatching software, waiting and riding times minimization, complaints management, website and mobile application functionality, member database maintenance, and encounter data collection and reporting. The attachment provides a structured table framework referencing corresponding RFP subsections and contract subsections to guide offerors in aligning their proposed efficiencies with specific contractual requirements. Prior to incorporation into the final contract, SCDHHS may engage in negotiations with the selected offeror to clarify, refine, or modify proposed efficiencies to ensure alignment with program goals and operational feasibility.
