About this file

This document is an Attachment E - Certified Disadvantaged Business Outreach Plan for a Request for Proposal (RFP) issued by the State of Oregon related to venue services for the Governor's Marketplace event in Portland, Oregon. The RFP is seeking proposals from certified minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses to provide venue services. The outreach plan requires offerors to identify any certified firms they have had a contractual relationship with in the last two years, as well as any non-certified minority-owned, woman-owned, service-disabled veteran-owned or emerging small businesses they have worked with. Offerors must also describe the steps they will take to solicit certified firms for subcontracting opportunities and the specific subcontracting opportunities and approximate dollar values that may be available if awarded the contract.

The document indicates that the contracting jurisdictions include Multnomah County and the City of Portland. It also states that offerors must be willing to report the identity of each subcontractor and the value of each subcontract to the Oregon Certification Office for Business Inclusion and Diversity (COBID) if awarded the contract. No pricing terms, set asides, incumbents, or funding details are provided in the attachment.
